Develops long-range maintenance plans for all Council properties based upon available annual funds, determining the cycle of preventative maintenance and projecting replacement of facility components and equipment. • Ensures that properties and equipment are maintained in clean, safe, good repair and sites meet GSUSA, federal, state, and local regulatory agencies’ health and safety standards. • Submits annual property team and capital budget requests with supporting detail and rationale for integration into annual operating budget and capital budget. • Controls the budget for property development and maintenance by prioritizing needs, authorizing the purchase of supplies and equipment, determining the needs for and use of the services of outside consultants, developing contract specifications for major projects, solicits bids and hiring contractors when work cannot be handled by the property staff, all within the parameters of established budget constraints. • Develops and maintains a risk management plan for all camp operations, and ensures compliance with all safety standards and policies are followed in accordance with GSUSA, state and local laws and health regulations. • Maintains accurate and current permanent records for all properties to include site usage statistics, site income and cost statistics, annual site inspection reports, regulatory agency inspection reports, “as built” drawings of all facilities, major maintenance history, and contractual documents relating to all facilities and equipment. • Provides data and analysis for the annual purchase or renewal of insurance related to property and vehicles.
