Responsible for all risk management functions for the City of Saint Paul and the Saint Paul Regional Water Services as of March 2014 to present. Responsible for total budgets, budget planning, and reporting of various accounts totalling approximately $20 Million. Handle all the tort liability claims (general liability and automobile liability) presented up to litigation (average 350 claims per year). Responsible for supervision of the three staff members who handle the (average 750 claims per year) workers compensation claims for 3000 full time employees. Responsible for the property insurance program (which includes all insurance policies that are purchased for the City of Saint Paul and the Saint Paul Regional Water Services) and oversight of the unemployment claims processing. Represent Human Resources department in all Emergency Operations and responsible for the Continuity of Operation Plan (COOP). Review and advise on all insurance related provisions in all contracts, request for proposals (RFP's) and addendum documents. Part of the Human Resource Senior Management team and work closely with Payroll. Responsible for training, performance reviews and professional development plans for staff. Approve all invoices and payments made in the Office of Human Resources under $50,000. Have created and handled requests for proposals and contracts for a risk management information system, a certified managed care vendor, a bill review vendor, insurance broker, a third party claims administrator and other vendors. Conduct training on variety of topics including safety, workers compensation, contracts, claims, tort claims, accident investigation, and insurance. Am a certified Emergency Manager through the State of Minnesota Department of Homeland Security and a Notary Public through the State of Minnesota Department of Commerce. Expert with Microsoft Word, Excel, PowerPoint and Outlook.

Direct correspondent with TPA's, Insurance carriers and brokers on the liability and property program. Completed all insurance applications and evaluated proposals. Reviewed received policies to ensure issuance as per quotes. Gave authority for all TPA directed and managed claims. Involved in national safety training program.

Field investigator for workers compensation and liability units. Senior claim representative for commerical auto unit handling claims in five states.
