Purchasing & Supply Management Policy Specialist - Audit & Foia Management Team
As a member of the Audit & FOIA Management team, I serve as a liaison for internal and external oversight of audit activities with the Office of the Inspector General (OIG), the U.S. Government Accountability Office (GAO), USPS Corporate Audit Response Management (CARM), and the USPS Finance organization. This involves coordinating with Supply Management portfolios for their participation in audits, the preparation of management’s response to audit recommendations, tracking and following up on Supply Management’s actions necessary to be responsive to audits, and ensuring responsible Supply Management portfolios document those actions for audit closeout. I am also responsible for assisting the Headquarters Records Office in responding to FOIA requests related to Supply Management. This involves the logging and tracking of FOIA request, identifying the responsible Supply Management records custodians, following up on relayed requests, calculating applicable fees, and processing documents for distribution to the requestor, thereby complying with USPS obligations for transparency under federal law.
Customer Outreach Specialist
As the Program Manager for the Postal Customer Council (PCC) Program, I managed the planning, development and delivery of educational opportunities to be offered at national and local events for the PCC Program. I managed the production of workshops and webinars to communicate important initiatives and developments impacting the mailing and shipping community. I was responsible for executing an annual communication plan that included PCC Alerts, PCC Insider newsletter, and posting relevant information for mailers on RIBBS or usps.com. I also managed the overall execution of the complex logistics of National PCC Week which involved coordinating customer events for 155 PCCs nationwide; coordinating and scheduling Headquarters Officers to speak at PCC events; organizing specific educational content for the week; coordinating the PMG’s attendance as keynote speaker at the event of the PCC Large Market of the Year award winner.I also served as Program Manager for the Postmaster General’s Mailers’ Technical Advisory Committee (MTAC), a quarterly venue in which postal leadership and representatives of more than 52 mailing industry associations meet to discuss a variety of issues and technical matters involving mail-related products, services, and processes.
Purchasing And Supply Management Policy Specialist
I served as Supply Management (SM) Liaison for audits from the Office of the Inspector General (OIG), Postal Inspection Service and General Accounting Office. As OIG Liaison, I assisted my team lead with tracking OIG audit recommendations to include establishing milestones, regular notifications of due dates and reporting in an effort to decrease the number of open recommendations. I implemented a tracking system to track contract audits from the Defense Contract Audit Agency to ensure timely closure. I worked diligently with the OIG, Corporate Audit & Response Management team and Contracting Officers in ensuring that any required Postal Audit Follow-up Response forms and negotiation memorandums for the contract audits with questioned costs were provided. I also served as the Supply Management Liaison with the Records Office and I was responsible for records management for the Supply Management Department. Record retention is critically important to contract management especially to provide facts and evidence in the event of disputes or claims.
Government Relations Representative
I served as primary Liaison between the Postal Service and Members of Congress representing the states of Indiana, Iowa, Minnesota, Missouri, North and South Dakota and Pennsylvania. My goal as Postal Liaison was to establish and maintain a positive working relationship with Members and their staffs and keep them informed on Postal Service policies and concerns. More importantly, I ensured all my Members were made aware of any pending legislation and regulatory issues affecting the USPS. Assisting with constituent concerns was an integral part of a Government Relations Rep's job. Throughout my postal career, I have developed an extensive knowledge of the roles and functions of the different postal departments and management structure. This knowledge enabled me to sufficiently identify the appropriate department that would help to ensure each Member's issues were handled expeditiously and at the appropriate level within the USPS. It was also essential for me to keep updated on current events that included budget, Postal Regulatory Commission rulings and advisory opinions, as well as public analysis by the GAO and OIG as these reviews are frequently requested by members of Congress in support of their efforts.
Government Relations Analyst
As a Government Relations Analyst, I analyzed, researched and responded to inquiries from members of Congress and other federal government agencies, including the President's office, informing them about Postal Service policy matters. Policy matters included, but were not limited to, network changes, ratemaking, mail classification, contracting, procurement, facilities, personnel issues and any other issues in which congressional leaders had expressed interest or that may have an impact on their constituents. Part of the research entailed coordinating with other postal departments at Headquarters, District and Area offices, to ensure that responses were accurate, consistent, reflected the most current postal position, and conveyed timely information. I analyzed, evaluated, and integrated feedback, informational materials, and data to develop timely and appropriate responses. I also developed written responses which clearly explained and addressed the relevant issues and facilitated understanding of the Postal Service's position. Edited and rewrote materials prepared by other functional areas, and ensured informational accuracy and effective presentation. Established and maintained cooperative working relationships with other functional areas to facilitate effective communication between the Postal Service and Congressional requesters. Prepared special reports and assisted with special government relations initiatives. Identified and recommended improved and alternative methods for effectively meeting Congressional information needs.
Customer Relations Coordinator
As Customer Relations Coordinator, I handled the timely response to inquiries addressed to the District Manager from customers, congressional leaders, and Mayor's office. I planned, coordinated and participated in customer service programs and activities designed to increase customer awareness and understanding of postal products and services. I was also the Postal Customer Council (PCC) Coordinator for the New York District. I coordinated monthly meetings and special events where we shared information about new and existing postal products, programs, regulations and procedures. I effectively communicated with the membership using various channels. I coordinated all educational and certification programs for the Greater NY PCC members. Through my efforts, the GNYPCC was the first to offer many educational programs.
