Accountable to the Chief of Staff and Board of Directors, a member of The Medical Advisory Committee (MAC) with leadership for 14 direct reports (division heads), four clinical leads, and 180 members of the department.- Initiated tri-annual retreats for the Dept. of Medicine to bring awareness and focus for the development of clinical priority plans as well as the annual business plans: 'Models of Care' (2012) and 'Goals of Care' (2015). ‘Goals of Care Stewardship' became the underpinning of the subsequent clinical priorities plan in a number of programs.- Drove an enhanced physician accountability framework through data sharing of length of stay (LOS), chart completion as well as physician attendance at dept. meetings resulting in enhanced engagement in organizational performance metrics and bidirectional sharing of information and opportunities. - Created innovative professional development opportunities by attracting first time off-site programs to Osler in Health Law (Osgoode Certificate in Health law, Osgoode Professional Development) and finance (Dollars& Sense, PMI-CMA.)

Seven direct reports.- Championed the role out of health system funding reform (HSFR) by integrating the quality-based procedures (QBPs) in stroke, renal and endoscopy, supporting hips and knees. Generated data that exposed the variation in practice and created increased capacity in endoscopy that afforded recruitment of the Medical Director without an increase in resource allocation. - Transformed the mandate of the community hospital to include research and innovation by leveraging large clinical volumes to support enhanced clinical trials and investigator-initiated trials. This culminated in providing direction to the 4th Osler Strategic Plan (2014-2019) being “to create impact beyond our immediate community through education and innovation” thereby introducing research & innovation as a core business deliverable.- Redesigned programs to optimize the processes in areas with intersecting scope and accountability by establishing positions of Medical Directors in critical care, infection control, palliative medicine, physical medicine & rehabilitation, endoscopy and stroke. Implementation of the stroke QBP included Telestroke Ontario and was its first foray into a large community hospital and included a robust process for inpatient stroke.

The Ontario Renal Network (ORN) is a division of Cancer Care Ontario (CCO) that advises the Ontario government on chronic kidney disease, manages the delivery of chronic kidney disease services in the province with the aim is to reduce the burden of this disease on Ontarians and the healthcare system with evidence-based decisions.The RMLs work with regional directors to advance the goals of the Ontario Renal Plan (ORP) at the local level. The leads work to improve care for people with chronic kidney disease by providing strategic guidance in the regional implementation of the ORP, leading quality improvement strategies and engaging primary care providers, nephrologists and other stakeholders in their regions.- Achieved a successful transition of the medical care of the patients of the Headwaters Healthcare Centre dialysis unit from Credit Valley Hospital (CVH) physicians to William Osler health system by conducting a staged transition informed by two joint rounds, one with the physician leader of CVH and the second with the RML of Mississauga-Halton, thus providing patients with ample notice and opportunity to allow questions, concerns and contingencies to be addressed. The resultant transfer of accountability proceeded without any clinical, administrative or legal disruptions.

As a member of the procurement team, we created a comprehensive scope of consideration in realizing the elements of a dialysis machines, disposables and service contracts that resulted in the issuance of a detailed RFP, intensively evaluated proposals and a wildly successful capital procurement framework that is expected to realize savings of capital costs and to enable a more robust capital forecast.

Affiliated with the University of Toronto, St Michael’s is a major teaching and research hospital (Li Ka Shing Knowledge Institute) with expertise in diverse areas of health care and serving both diverse and marginalized populations.Accountable to Administrative Program and Medical Directors of the Diabetes Comprehensive Care Program (DCCP) providing collaborative leadership and quality management with the Clinical Leader Manager of the Hemodialysis Program for 188 patients.- Created an integrative program in vascular access by leveraging the existing strengths in cardiovascular medicine and research and attracting interest in the vascular access of hemodialysis. The resulting network included surgeons, interventional radiologists, cardiologists, nurses and basic scientists and generated advanced applications of novel technologies including the use of high frequency ultrasound. The program in translational medicine, 'Access to Science in Hemodialysis', provided education at provincial and international levels. - Supported the creation of the first in-center nocturnal hemodialysis program addressing the needs of patients who required prolonged dialysis treatments. Relieved the scheduling and resource tensions by generating the capacity for 40 hemodialysis patients without the need for further capital or infrastructure construction. The program became the prototype since adopted by several Canadian programs.

Commissioned by the MoHLTC to detail the elements of care required to deliver adequate, if not optimal, access care for the dialysis patients of Ontario. This work addressed the role of dialysis access in terms of adequate dose of dialysis, burden of procedures (both clinical and fiscal). This work, later dubbed ‘the Donnelly report‘ amongst the ORN staff, informed the vascular access initiations and provided the underpinnings of the optimal dialysis framework in both strategic plans of the subsequently created ORN - Ontario Renal Plans I and II.
