About Sandra Hodgkinson

Sandy Hodgkinson is Senior Vice President of Strategy and Corporate Development at Leonardo DRS, a $2.7 billion dollar U.S. subsidiary of European-based defense and aerospace conglomerate Leonardo. In this role, she leads the strategic planning process, M&A activities, and partnerships for the company. She is a former career civil servant achieving the rank of Senior Executive Service (SES), with positions at the Department of Defense, State Department and The White House. She is also a retired U.S. Navy Captain from the active and reserve Judge Advocate General's (JAG) Corps. Her government assignments included The Special Assistant (Chief of Staff) to Deputy Secretary of Defense, Deputy Assistant Secretary of Defense (DASD); Deputy to the Ambassador-at-Large for War Crimes Issues; Director for International Justice at the National Security Council (NSC); and as Senior Advisor at the Coalition Provisional Authority (CPA), in Baghdad, Iraq, among others. In her 6 years of active duty, she served at the Navy Marine Corps Court of Criminal Appeals, as a Prosecutor/International Criminal Jurisdiction Officer in Naples, Italy, and as a Country Program Director at Defense Institute of International Legal Studies (DIILS), training foreign military and civilians in over 30 countries. In her 15 years in Navy reserves, she served as a Commanding Officer and in several international, intelligence, and cyber law capacities. Ms. Hodgkinson has served on the Executive Council and Program Committee for the American Society of International Law (ASIL) and the Advisory Committee of the ABA Standing Committee on Law and National Security. She currently serves on the ABA Cyber Security Legal Task Force, as a Senior Peace Fellow at the Public Interest Law and Policy Group, on the ASIL ICC Policy Task Force, and is a career member of the Council on Foreign Relations. She has published two dozen law review or other scholarly articles, and 8 book chapters. She has been teaching National Security Law at the Columbus School of Law, Catholic University since 2007. Ms. Hodgkinson is married with 5 children and lives in Alexandria, VA.
