Sandra has over 25 years of professional experience in local/regional government community planning, design, and development. During her 23 years with the City of Phoenix, she managed the long range and current planning sections, functioned as the City’s Zoning Administrator and as the liaison to the Arizona State Land Department for the Planning and Development Department. Sandra also managed the plan review and inspection divisions that included more than 300 full time staff, with 43,330 permits issued, 272,514 inspections conducted; and 5.6 billion in total permit valuation in FY19/20. Sandra managed the $16,510,000 budget for contract plan review and inspection help. She supervised the Plan Review, Inspection and Annual Facility Program sections, the Building Official and technical lead team, Freeway and Light Rail Liaisons as well as the Office of Customer Advocacy. Additionally, Sandra was responsible for organizing, planning, directing, and managing the activities of various divisions of the Planning and Development Department by managing the safe development of buildings and infrastructure through enforcement of the city’s building and city codes; issuing permits; conducting construction inspections; issuing of Certificates of Occupancy; managing the physical growth of the City through the Phoenix General Plan; and administering zoning ordinances.Sandra currently works for Logan Simpson Design helping clients with community planning, code updates, community engagement, technical expertise and workload support.

  Retired as an Assistant Director for the Planning and Development Department, City of Phoenix in December 2022 after over 23 years of service. Sandra started with Logan Simpson Design in February 2023, excited to use her wealth of experience and knowledge to help counties and cities across the USA achieve their goals and visions for qualtiy, sustainable planning and development.
