Program Manager for Enterprise Veteran Self-Service Portal Platform (EVSSPP). This Department of Veterans Affairs (VA) national level program delivers the eBenefits public-facing website that has over 4 million registered users and provides access to benefits and claims status to Veterans. Agile teams follow Scaled Agile Framework (SAFe) practices and report on metrics across releases. The program provides the full range of work, from product portfolio management and visioning to deployment up to the production environments. Tier 2 Helpdesk, Tier 3 Triage, and operations support round out the services, with approximately 140 staff members supporting the effort.SRA corporate positions have included Program Manager, Technical Director, Transition Manager, Deputy Business Program Manager, Business Unit Operations Manager, Business Capture Director, and Proposal Manager. As the Information Technology Practice Director, managed consulting engagements and business operations for international clients. Supervised strategic planning, business development, and the creation and implementation of products, including bank supervision software for central banks and economic forecasting models. Managed accounting and tax systems projects in Guam and Indonesia, Egypt, Ukraine, Kazakhstan, Kyrgyzstan, Uzbekistan, and Moldova. Developed World Bank procurement documents for the State Administration of Taxation in the Peoples Republic of China. Made recommendations for the Tanzanian Revenue Authority for functional reorganization and for the automation of the Revenue Departments of the Ministry of Finance of Jamaica. Developed the systems design document for the Poland Over-the-Counter Trading System. As a resident advisor in St. Petersburg, Russia, worked on a USAID project to create the first stock trading systen.

Supervised six teams that conducted quality assurance and independent systems acceptability testing on portions of the IRS's Electronic Filing Systems. Performed project planning; negotiated for and tracked resources; developed and executed quality assurance systems test plans for large scale tax systems; and defined, wrote, and implemented QA methodologies for systems testing and contractor development activities. Led test teams for optical character recognition (OCR) scanning, client server, and mainframe systems. Conducted training classes in operating systems, testing, “train the trainer,” and review and inspection processes.
