Procurement Director
CurrentLeadership and Financial Oversight:• Procure more than $800 million annually in goods and services through various methods.• Lead a team of 23 professionals overseeing centralized procurement, including construction, professional services, and other commodities.• Direct the development, negotiation, and resolution of contractual disputes.• Manage an operating budget of $2.3 million.Program Management:• Oversee the County’s purchasing card program with an annual spending of $6 million.• Manage a surplus program generating $600k in revenue.• Supervise revenue and mail-room operations.Strategic Planning and Monitoring:• Drive the implementation of strategic sourcing plans.• Monitor progress towards the achievement of goals and objectives.• Provide short and long-range strategic sourcing planning for departmental development.Personnel Management:• Supervise, empower, and develop managers, including staff development and succession planning.• Manage human resources activities, performance evaluations, and disciplinary actions in consultation with Human Resources.Contract Administration and Compliance:• Oversee all contract administrative functions, including budgeting, financial controls, and compliance.• Ensure compliance with applicable statutes, regulations, and contractual requirements.• Manage quality assurance and corrective actions to ensure consistent application of laws and regulations.Stakeholder Engagement:• Interface with Board members, the vendor community, taxpayers, and outside agencies to meet procurement objectives.• Administer the County's Procurement Ordinance to ensure County compliance.• Collaborate with the County Attorney’s Office on policy, procedures, and legislative changes.Policy Development:• Ensure policies, procedures, rules, and regulations align with the proper conduct of ordinary affairs.
