Led and managed 5 RF Engineers in the design, construction, implementation, and optimization for 72 new sites in 10 launched markets for startup company. Responsibilities included:● Collaborated with outside vendors to find cost effective options to choose towers and antenna height and designed markets based on budgeted number of sites. Defined all tools, equipment, link budget, propagation models and presented to design and built out to the board of directors.● Reviewed system sweeps to approve cable runs. Investigated and mitigated interference issues due to adjacent users, illegal users, and/or just ambient noise floor.● Worked with PDV internal FCC department regarding the acquisition of new spectrum and interference mitigation. Recommended and implemented frequency tuning on some interfered sites. Reviewed spectrum clearance on PDV license spectrum before turning any site on air (searching on FCC webpage and collecting drive test data). Result: Developed new tools and processes for Greenfield design and implementation. Launched and optimized new networks in top 10 markets. Designed over 120 sites for two ways radio system using Motorola equipment and MTR3000 repeaters. Developed strict closeout packages with photos to review all construction work in accordance with R56 (including site grounding, antenna heights, waterproofing).

Responsible for all Alcatel Lucent (ALU) playbooks for the deployment of LTE and 800 MHz spectrum on 14,000 sites as part of the Sprint Network Vision Plan. Managed all E911 requests and led the spectrum and frequency plan effort for all capacity augments. Managed 3 RF Engineers, led cross-functional collaboration with site development and internal teams to ensure hardware accuracy and feasibility. Led communication between ALU and Sprint RF teams to verify the accuracy of the information received. Result: Improved current RFDS to accommodate field feasibility. Created and maintained a database for E911 team with the updated and accurate site configuration for all sites design and hardware, validating any changes that required sites to be re-tested.

Managed the installation and integration of 1000 LTE cabinets on Metro PCS network. Responsible for troubleshooting and developing new procedures for smooth integration, quality control and timely execution. Supervised field technicians from multiple vendors to verify the construction and installation, including all groundings and scripts. Result: Applied engineering background to build capacity at Ericsson and train implementation engineers on the technical aspects of the integration and successfully project managed timely alarms clearing before launching the network.Managed all scripting needs for deployment of 183 sites UMTS sites on AT&T network in Pittsburgh. Led and coordinated all information needed from customers and internal groups to have files created on time without errors or delays. Result: Eliminated all mistakes, rework, and improved customer satisfaction.

Managed $50M capital budget and $5M operational expenditure to optimize the network, design, plan, and build new sites and new carriers for network growth. Created, maintained, and updated database to identify where the capital cost was located, planned radio adds and deletes, reduced overall inventory, and track “off-air” radios. Led the RAN Engineering and Operations team (3 RAN Managers, 28-36 RAN Engineers) and supervised the development of the overall frequency plan, design, performance, optimization of CDMA, EVDO, iDEN networks, and managed spectrum allocation for 1600 sites within the Tri-State area markets. Result includes:● Successfully managed 3 reorganizations, and organized team-building activities to re-energize the team. ● Implemented annual network drive tests, automated the single channel plot creation, and used the results to optimize the network. Implemented the use of building data and new model tuning for the propagation tool and link budget in order to validate the necessary search rings for the network. ● Led and designed critical projects (e.g.; Republican National Convention) used by all Secret Services and FBI as their prime communication system (Award for Excellence).● Designed and implemented in-building flag sites and DAS system in Chrysler and Met life buildings.● Created, maintained, and updated database to reconcile site configuration in Planet EV and Site Development database.
