As a policy advisor, I coordinate the federal Telecommunications Relay Service policies with program administration, expanding on over 27 years' experience in the regulatory telecommunications sector. That experience included managing official dockets, analyzing data, assessing legal implications, and providing policy recommendations to management, federal and state agencies, and other stakeholders. Thorough understanding of the 1996 Federal and Kansas Telecommunications Acts, as well as Federal Communications Commission rules and regulations. Collaborate with multiple professional divisions, recommend and implement policies and rules for multi-million dollar Kansas USF program, including budget, revenue and expense projections, creating compliance processes, and written and oral testimony to support recommendations. Experience leading settlement negotiations for cost of service audits, interconnections, and access disputes. Manage and perform cost of service/revenue requirement audits, oversee external third-party auditors, administrators of State USF, Telecommunications Relay Services, and Telecommunications Access Programs, as well as other consultants. Supervise and mentor new employees from the beginning of a project to completion.
