Using all the tools in my data science kitbag to quickly move the Agency’s massive data stores analytics and evaluation forward. Involved in a cross functional program management role with data extract, transform, and load (ETL); measures libraries, database manipulation; project management; and Tableau based report and dashboard development. Working in an Agile environment with a variety of DBMS that are primarily analytic databases, like Amazon Redshift and Vertica. Able to integrate quickly and providing data science and Agile oriented wisdom and techniques to the cross functional team.

In a short period of time, after arrival, delivered two strategic studies used by senior leadership as analysis justifying programs. One study was for return on investment and centered on a data visualization that demonstrated the return. This study was so well received by senior leadership that it spawned a second study on a related return on investment. These received significant attention at senior leadership levels and answered a data call from the national security council. These studies were so significant they were accepted and presented at the prestigious Military Operations Research Society Symposium for 2019. Continuing on this path of delivering significant and high-level analysis I was selected to form a basic part of a newly created strategic effects division within DTRA. This team delivered data analysis, models, dashboards and visualizations for the White House COVID 19 Task Force which resulted in realignment of nation assets combating the pandemic. Introducing innovative, measures based, high level impact methods to assess success at achieving strategic outcomes. Receiving praise for products produced and sought after for advice and consultation on analysis techniques and guidance. Continuing to be a key contributor using many tools in the data science and analyst toolbox. Using the advanced modules of MS Excel, Python (with Machine Learning and data analysis libraries), Tableau, SQL, MS Power BI, MS Office Suite, VBA, and custom applications to extract, transform and load data creating a meaningful visualization of information from within data sets. Completed a course of study and became a data science professional. Also, completed a course of study of Department of Defense (DoD) Artificial Intelligence and began representing the Agency at the highest levels of DoD on the subjects of data science, machine learning, and artificial intelligence policies and path forward. Awarded three impact monetary award for contributions.

Back to work at threat reduction at the Department of Defense. Taking complex problems and working to reduce them to a manageable set of metrics leadership can manage. As an Operations Research and Systems Analyst, often called upon to take it apart and put it back together so many can understand the problem and the solution. Now back in the government, I'm working to make a difference and expect significant results.

Went back to ATEC and AEC. Leading a test and evaluation effort on positioning, navigation, and timing (better known as GPS). High profile work as it's on the SEC Army's list of systems he'd like to put into the new Rapid Capabilities Office. In the cyber world so right at home.

Doing systems analysis and research on the testing of the DoD's effort to implement Tactics, Techniques, and Procedures (TTPs) to detect, analyze, and report cyber insider threat activities. The government is under a Presidential directive to do this and I am part of a team under the Army Research Lab to develop and test these cybersecurity insider threat TTPs. This is a cutting edge effort and ploughing undeveloped ground. The challenge is great but the rewards are priceless.

Working tough problems facing the IED Defeat Organizations all over the world. As an ORSA, providing solutions making a difference in the effort to defeat the IED device and attack the network. Whitney, Bradley & Brown, Inc. (WBB) is a technical and management consulting company providing unique, creative and innovative products and services to both the government and commercial sectors.

Operations Research Systems Analyst (ORSA) working with the Joint IED Defeat Organization. Deployed as an embedded analyst bringing all the tools of a research and systems analyst to bear on defeating the IED network. Used tools like MS Excel, WebTAS, CIDNE, ArcGIS, MS Office, and other unique VBA based tools to deliver specific and timely analysis to the committed combat force. Direct results were a reduction in IED related events and casulaties. Higher level results included positive impacts on the counter IED fight across the DoD and coalition force.

Managing projects at the Headquarters, Department of the Army by contributing as a subject matter expert on computer models, simulations, and information systems. Leading the effort for revising the business model for how the Army manages computer Models and Simulations (M&S) supporting a federal government desire to move to cloud computing where possible. These changes are being accomplished by aligning Army M&S to support the DoD M&S goals and objectives, as well as the National Military Strategy. Leading an effort to determine the size and value of Army models and simulations by leveraging all phases of the DA, OSD, and Congressional programming and budgeting process. Brought in as a project management expert to initiate and develop the implementation plan for a project management office (PMO) at the information technology department of an agency of the New York State government. This improved operations, reduced costs, and enhanced coordination and efficiencies within the state government. It was accomplished through the delivery to senior leadership a written, presented, and accepted business case and proposed solution. This process enhanced the organization's project management capability and moved them toward cost saving practices of successful elements of both industry and government.

Teaching the skills for project and program management where needed in the United States.

As a program manager of analysis, provided direction in a major computer analysis and simulation cell of the Department of Defense (DoD). Developed and implemented innovative information architecture solutions to solve difficult problems affecting the nation. Managed a team of 18 during four information technology architecture implementation projects. Managed a program of initiatives to develop modeling and simulations master plans and a data model, for chemical and biological defense, currently adopted by the DoD. Provided advice and mentored other project managers working on a variety of information technology projects with defense department oversight, resulting in improved product delivery. Required to communicate with and update high-level officials, like the deputy secretaries at the Department of Defense. This resulted in continued support and additional funding from the highest levels of the federal government.

Performed as an Army officer with various command and staff assignments. At one assignment, managed the entire supply and maintenance automation infrastructure for a 12,000-person organization with over 100 unique subordinate organizations. Introduced innovative solutions to automation related issues that resulted in system availability 100% of the time. All of the technical architecture implementations required mentoring of junior members as well as communication with senior level management. This resulted in cutting edge technology implementation projects others would seek to emulate. This project management period resulted in several articles written in professional publications with one used as a part of the curriculum at the senior staff
