National Consultant - Law Reform

 Legal Consultant in the project titled “Promoting Access to Justice and Human Rights in Bangladesh” implemented by the Ministry of Law, Justice and Parliamentary Affairs, Government of Bangladesh and supported by the United Nations Development Programme (UNDP) dedicated to reform of legislation with the purpose of improving access to justice and implementation of international human rights standards.  Reviewing reports, organizing consultation workshops with judges, lawyers and other stakeholders and providing general support to the Ministry on implementing proposed amendments to major legislation such as the Code of Criminal Procedure, Evidence Act, Arbitration Act. Reviewing translation of key legislation to English and support the Legislative and Parliamentary Affairs Division (LPAD) of the Ministry in publishing authenticated English texts for 22 key laws. Drafting concept notes for implementation of research studies and new components, for instance, an international treaty desk in the LPAD for reviewing compliance of all laws with international human rights and other treaties signed and/or ratified by Bangladesh,  Drafting analytical summaries and creating presentations on proposed amendments to key legislation and briefing Project and Ministry on practical implications.  Representing UNDP in meetings with policy level players, mainly judges, government/ministry officials, Law Commission officials, e.g. in a meeeting with 1st, 2nd and 3rd Labour Court Chairmen and Joint-Secretary Ministry of Law, to develop the concept and finalise the modalities of a Legal Aid Cell to help workers victimized in the Savar tragedy access legal aid to bring compensation claims.

National Consultant - Research

 Part of a team of five researchers in the UNDP’s “Evidence Based Analysis of the Trial Courts in Bangladesh” carried out as part of the project “Justice Sector Strategy Dialogue” project. Conducted field research for two weeks in the form of one-to-one interviews with judges, magistrates, lawyers and court clerks, and observed court proceedings, in the courts of Chittagong and Rangamati. Created daily analytical summaries of court observation notes, e.g. number of cases heard, speed of disposal, etc., interviews with court personnel and lawyers in courts ranging from family courts, criminal courts, civil courts, environment courts, etc. Discussed, noted and presented in daily reports the different views of judges, court personnel and members of the bar on delays, corruption, malpractice and general problems affecting the formal justice system. Contributed to a report by extensively detailing out the problems faced by court users and made a number of reform proposals to make courts cheaper, speedier, more efficient, more user-friendly and hence accessible.
