Litigation & Training Officer, Trial Counsel Assistance Program, Fort Belvoir, VA (Jan 2017 - Nov 2019)I trained and advised military prosecutors worldwide, including the Army's special victims' litigation bar, regarding charging decisions, case analysis, discovery, litigation strategy, motions practice, and evidentiary matters. I trained junior Army litigators on trial advocacy skills and substantive criminal law at over 50 conferences and regional training events for military prosecutors around the world. Finally, I created a two-week trial advocacy training conference, which is now utilized as the Army’s flagship training program for new prosecutors.Trial Defense Counsel, Fort Carson, CO (Jul 2015 - Jan 2017)I represented clients through all stages of criminal proceedings in numerous felony proceedings, including charges of conspiracy to commit murder, sexual assault, drug trafficking, child pornography, child sexual abuse, and identity theft. Military Prosecutor, Fort Hood, TX (Mar 2014 - Jul 2015)I shepherded numerous felony cases through the investigative and trial process. I tried cases involving charges of attempted premeditated murder, sexual assault, and aggravated assault, and domestic violence. Operational Law Advisor, Kabul, Afghanistan and Fort Hood, TX (Feb 2013 - Mar 2014)I advised senior military leaders on all legal and regulatory aspects of ongoing combat operations. I served as a subject matter expert on the law of armed conflict, and conducted legal reviews of hundreds of targeting operations. I also travelled to Germany and Spain to train U.S. and international military leaders on the legal dimensions of targeting operations. Legal Assistance Attorney, Fort Hood, TX (Oct 2011 - Feb 2013)I assisted soldiers, family members, and retirees with numerous legal issues, including consumer law, landlord-tenant law, family law, and estate planning.

I worked as a Teaching Assistant for a fall semester “Essentials of Public Health Law” graduate course, assisted with drafting commentary on emerging state-level bioterrorism preparedness legislation, and I am currently researching recent developments in electronic health records technology in preparation of a departmental research grant proposal.

At HHS, I worked in several areas of health care regulatory practice. I briefed the OIG Chief Counsel on the likely impact of the Supreme Court's Allison Engine decision on False Claims Act cases regarding health care and the probable effect on OIG investigations and litigation. I also negotiated settlement agreements with opposing counsel regarding providers' EMTALA violations, engaged in motion practice for Medicare exclusion appeals, and provided research assistance in a landmark exclusion appeal case, ultimately resulting in a 50-year physician exclusion, believed to be the longest exclusion ever upheld on appeal. Finally, I monitored providers' compliance under Corporate Integrity Agreements and conducted research on the FDA's approval process for use in future off-label marketing litigation.

I clerked in Massachusetts Senator Mark Montigny's office. In this role, I drafted an amendment to Massachusetts law to expand the legal categories of protected health information under HIPAA in order to prevent data mining by pharmaceutical companies. I also researched the probable impact of a proposed law that would allow for private infrastructure financing, and recommended action on the bill by the joint Committee on Bonding, Capital Expenditures, & State Assets. Finally, I analyzed reports on systemic funding issues for public transportation and highway systems in the commonwealth.

I produced memoranda on legal issues regarding the implementation of Massachusetts' landmark health care reform, in anticipation of litigation. I also analyzed statutes concerning biomedical research on newborns and the laws' relation to abortion restrictions. I investigated state laws regulating end-of-life care, pain management, and health care proxies to assist in the creation of public education materials. Finally, I conducted legal research projects in preparation for upcoming depositions.
