Provided strategic direction and subject-matter expertise to wide array of programmatic and research initiatives aimed at protecting access to healthcare during emergencies for a national nonprofit organization.Directed over 15 national and regional healthcare and community preparedness and response capacity-building programs. Key projects supported: - FEMA National Preparedness Assessment Division: Analyzed 1.5 billion dollars’ worth of historic preparedness grant program data to discern funding trends to measure grant effectiveness. - FEMA National Exercise Division: Supported planning, execution, and evaluation of over 100 discussion-based and operational exercises for government agencies and private sector entities, developing specific expertise in evaluation and after-action reporting. - Amtrak: Served as evaluation lead for Amtrak’s national preparedness and emergency management exercise series in 2013-2014, developing national evaluation plan, criteria, and documents; tailoring exercise objectives and scenarios, evaluating exercises across the U.S.; and authoring a comprehensive program after-action report and improvement plan.
