Current•Manage the daily functions of the Purchasing Department, which includes the direct supervision of four positions: Senior Buyer, Procurement Specialist, Accounts Payable Specialist, and Administrative Assistant•Manage the requisition approval process for requisitions in the amount of $1,000 to $50,000, ensuring compliance with the City’s monetary guidelines and purchasing procedures, including but not limited to the following: proper quotes, contact of historically under-utilized… Show more •Manage the daily functions of the Purchasing Department, which includes the direct supervision of four positions: Senior Buyer, Procurement Specialist, Accounts Payable Specialist, and Administrative Assistant•Manage the requisition approval process for requisitions in the amount of $1,000 to $50,000, ensuring compliance with the City’s monetary guidelines and purchasing procedures, including but not limited to the following: proper quotes, contact of historically under-utilized businesses (HUBs), bidding exemption procedures, proper funding source, and adequate funding. Perform system approval after determining that monetary guidelines and purchasing procedures have been complied with. Follow-up as needed on approvals needed on requisitions between $10,000 and $50,000.•Write solicitations and perform other tasks as needed to ensure all solicitation requests and associated procedures are fulfilled timely. •Oversee the implementation and maintenance of an online bidding system and associated processes.•Lead public solicitation openings when requested by the Director. •Facilitate committee evaluation processes for Request for Proposals (RFPs) and best value bids as assigned by the Director. •Review and approve Field Purchase Orders, initiating corrective action as needed for identified errors.•Lead the Purchasing Department’s role in the fulfillment of the year-end Form 1099 process. •Provide City-wide procurement education and training support, which includes the coordination of Purchasing training classes a minimum of three times per year and Annual Contract training in September.•Perform periodic content review of City contracts and agreements and make recommendations for improvement.•Professionally/timely response to City personnel/vendors to resolve issues and give direction, which will include the resolution of vendor performance issues.
