– Duties listed are in addition to previous position as Program Examiner I;– Manage large and complex analytical project from data exploration, model building, performance evaluation, and testing;– Communicate complex concepts with clarity to both technical and non-technical audiences;– Review, direct, guide, and inspire the analytical and procedural work of junior-level staff;– Assign and manage the priorities of junior-level staff’s workload to ensure deadlines are met;– Collaborate with business and analytic resources across multiple bureaus, agencies and departments to accomplish project goals;– Continuously training colleagues on new techniques and applications.

Albany, New York Area

– Exercise judgment in selecting methods, techniques, and evaluation of criteria for obtaining results;– Access, manipulate, analyze, and visualize data from within our data platforms (i.e., SQL Server, Oracle) using a variety of tools and techniques, such as SQL, T-SQL, PL/SQL, OBIEE, Python, R, and Tableau;– Define performance, identify trends, outliers, and drivers through use of visualizations, summarizations, fraud analytics, and predictive analytics;– Collaborate with key internal and external stakeholders to gather and analyze needs and requirements to design and implement robust analytic solutions to support to identified needs;– Define data requirements, objectives, procedures, policies, and performance metrics to support analysis; – Develop strategies for data collection or simulation to support business needs;– Provide regular communication to management, executives, and the stakeholders of project status, including risks and issues and mitigations; – Create, update, and monitor the bureau’s compliance with state and federal data security policies;– Review state and federal laws and regulations to identify potential risks and suitability of data;– Process, cleanse, and verify the integrity of the data our bureau uses for analysis;– Identify and document risks related to fraud, waste, and abuse for each state payment using large database tools and techniques; – Develop PL/SQL packages to build risk-based visualizations within Tableau to assist auditors in identifying the highest risk payments and vendors to conduct financial and attestation audits;– Determine and document the appropriateness for the highest-risk state payment.
