As the sole executive responsible for building, developing, implementing & operating the function to include process/policy, technology and organizational structure to support a 2K+ vendors with a spend of $125M for both direct and indirect sourcing, I drove this large-scale change by using best in class vendor management processes & regulations, resulting in the first formal procurement & vendor management program which has reduced contractual risks while driving innovation, improving performance of vendors & driving lowest overall operating costs resulting in a 12% cost savings. This was accomplished through:* Engaging business leaders and internal stakeholders to work cross-functionally to align priorities & the organizations strategic direction, drive business results and deliver value through vendor optimization & spend transparency.* Driving foundational best practices such as RFI/RFP utilization, market research, category management, vendor management, POs, documented policies/procedures, contract quality, risk mitigation & performance managements to include KPIs, SLAs & other performance metrics.* Leading & acting as the main negotiator for all critical, complex RFPs & contracts.* Recruiting & developing a team of strategic procurement managers to ensure appropriate & consistent interpretation & compliance of policies/procedures & implementation of appropriate sourcing strategies.* Integrating the use of analytical data in decision making by developing & implementing accurate and timely procurement and management reporting.* Designing & managing the implementation of Microsoft Dynamics Finance and Operations procure-to-pay module to automate tactical purchasing and long-term strategic sourcing.* Partnering with the Cardinal Diversity & Inclusion team to establish a vendor diversity policy designed to strengthen the community in which Cardinal operates, reflecting the community that the organization serves resulting in an 18% vendor diversity spend.

During this role I led a team of 39 on- and offshore resources providing program management, training, communication, metrics, analytics, system administration, vendor management/governance and accounts payable. * Oversaw the implementation of four (4) modules of the Contract Lifecycle Management Tool, Zycus.* Coordinated the configuration and maintenance of nine (9) applications providing first-level support for end-users and acting as an intermediary for escalating complex issues to the vendor for remediation.* Directed the development and maintenance of training for CSP systems and processes.* Oversaw CSP Standard Operating Procedures and end-to-end processes (i.e. RFP, vendor selection and negotiation, contracts and vendor management) to include three (3) procurement related policies.* Created and implemented the AXA Equitable vendor management program, a framework for managing third-party vendors, within the regulatory requirements as a financial institution such as New York Department of Financial Services Cyber Security, Connecticut Insurance Information and Privacy Protection Act, Gramm-Leach-Bliley Act (GLBA), SEC act of 1934, etc. Managed the shared categories of office supplies and travel and the company’s larges off-shore provider.* The processing of invoices worth close to $1b of annual third-party vendor payments and employee expense reimbursements, 1099 reporting, imputed income, ongoing new vendors and AXA’s corporate card programs.* Contributed to $72m in savings over the course of 3 years through leadership, strategy and communication.

Managed a complex portfolio of global enterprise critical third-party vendor relationships providing Bank of America's global staffing technology services with an annual spend of over $2B leveraged across 42 countries.

* Conducted analysis of associate and operational needs to develop an integrated, cost-effective and innovative business transformation strategy for the Customer Service and Support Division scheduled to save the division an estimated $5.8m.* Responsible for all planning and execution related documentation to include business case, measurement criteria, timeline, budget, estimated benefits, communication / adoption plans, and dashboard status reports.* Consulted with senior management during execution of each stage of the strategy to ensure seamless integration of changes and improvements brought about by the new strategy.

* Liased with funcational program managers to ensure the achievement of all business objectives, delivering the desired associate experience while ensuring effective program execution, and maintaining associate morale.* Served as the champion for voice of the associate by establishing periodic employee listening and feedback mechanisms and using the input to formulate delivery plans, presented to the leadership team for action.

* Designed, developed and partnered with internal clients to develop training products ranging in cost from $10k to $500k, delivered via online technology, including web-based training and electronic performance support systems.* Managed training development projects through all project management stages, from initiation to closure, producing all project documentation such as project timeline, project detailed design documentation, technical requirements, and all other deliverables.* Responsible for the management of project resources to include Instructional Technologists, Technical Writers, Web Developers, Database Developers, and Graphic Artists.
