Activities included developing in preparing the budget and coordinating the expenditures of funds.Oversaw the team that provided continual support to the LAGov ERP/SAP project, by developing best practice procedures, trouble-shooting problems, providing liaison support between clients and project managers, and developing reports. Coordinated the agency team that provided legacy data for the SAP BI system and made recommendations on features and design.Managed the AASHTOWare contract for agency by developing the budget, directing the use of resources, and allocating IT personnel to various phases on multiple projects. Projects included: the implementation of CRLMS (Civil Rights and Labor Management); upgrade of Trns.port Preconstruction; upgrade to the Oracle server; implementation of SiteManager Materials; and implementation of DARWin-ME.Developed the Request for Proposals to improve the agencies records management program. The largest system allows clients to create proposals and advertisements, records bid results, analysis the bids, and award projects. Oversaw the implementation of electronic bidding for highway construction and maintenance projects. It allows contractors to submit their bids electronically from their offices. The system checks the bid for errors and ensures that no bid is submitted after the deadline. Managed the team that designed and developed the applications to published advertisements, letting information, bid results, and other reports to the Internet. Ensure that the system was properly tested prior to placing it into production.Managed the team that implemented the agency's Electronic Plans Room system. This system allows the publishing of the construction plans and proposals on the agency's Internet. Prospect contractor could review the plans on-line to determine if they were interested in bidding on a project. It allowed the public to review the plans to determine the project's impact on their home or business.Worked with a team of internal and external clients and business partners to developed the requirements for the statewide Enterprise Resource Planning system.

Supervised and coordinated the activities of the VM/Client Support Help Desk which included working daily with clients to develop new database applications, enhanced existing applications, developed reports, troubleshoot issues, and provided training on DB2, SQL, and Microsoft Access. Regularly published the IT Newsletter which provided tips, how-to articles, and articles about new applications.Worked with business partners and clients to develop a plan and implement a pilot Electronic Document Management for the agency's Road and Bridge Design offices. After a successful pilot, worked with offices throughout the agency to customize the system to meet their requirements. Supervised the team that provided on-going client support for the system, which included developing and conducting training sessions and writing training manuals.Managed the sunset operations for the agency VM Mainframe system which was primarily used by the internal clients to develop databases for data management and analysis. The process included identifying all the applications on the system, determine their worth, and developing and implementing a plan for the migration of the applications to other platforms. Existing systems, applications, and resources in use by agencies were selected as a replacement instead of purchasing a new system. It saved approximately $100,000 per year.
