Senior Vice President Operations
CurrentSarah Duggan is the Senior Vice President of Operations for Salus Development LLC. Sarah began her career in affordable housing development with Salus in 2019 and has spent the years since absorbing all aspects of the industry. Sarah works with development partners, underwriters, attorneys, architects, contractors, third party report providers, property management, and government agencies, federal, state, and local, from pre-development planning to financial closing, construction and project completion.The completion of the first phase of development at Franciscan Village (Cleveland, OH) is a source of pride for Salus, and Sarah, in particular. Her first assignment at Salus was to edit the presentation materials for the Board of Trustees of the nonprofit owner, Our Lady of Angels Apartments, Inc. Salus was awarded the project shortly after and the project has shaped her career. Through it she has mastered the application process for 4% Low Income Housing Tax Credits (LIHTC), assisted in completing the second in the US Rental Assistance Demonstration for the recapitalization of a Section 202 Project Rental Assistance Contract under the new HUD RAD for PRAC program guidelines (during the global COVID-19 pandemic) and for the second phase of Franciscan Village, Salus was awarded it’s first allocation of competitive 9% LIHTC in 2022. The awarded project, Franciscan Annex, is the new construction of 62 (58 affordable) units for seniors at the Franciscan Village campus. The campus also completed the addition of an atrium and conversion of a Rectory building, acquired from the Cleveland Diocese, to a senior center for the residents of the expanding campus. The Annex is expected to close and begin construction Fall 2023.
