Directs six Commercial Service constituent offices across China with a staff of 150. Supervised several other government agencies in negotiations with the Chinese Government: Bureau of Industry and Security for export controls and trade in controlled items; Patent & Trademark Office on IPR; and Export-Import Bank of the United States.• Major accomplishments include working with Chinese officials to successfully:o lobby to postpone implementation of ICT regulations that would lock US companies out of the market.o gain approval for small US company’s medical device license.o design and implement US-China Tourism year of activities.o advocate for a U.S. company to win radio network bids for numerous city metros.o lead delegation of 140 Chinese investors to the US to look at opportunities in high tech, real estate, advanced manufacturing and bio tech. Resulted in $900 million in investments into the US.

Advises U.S. CEOs --from Fortune 500 companies to SMEs -- on Vietnam business strategy. Leads a team of 24 staff in the commercial sections at the U.S. Embassy Hanoi and U.S. Consulate HoChiMin, promoting international industry standards and assisting with anti-subsidy / countervailing duty cases, export controls and commercial military sales. Major accomplishments include:• Developing an aviation public private partnership (PPP) with CAAV, the Ministry of Transportation, FAA, TDA and the U.S. industry;• Developing a healthcare PPP with the Ministry of Health, HHS, CDC, EXIM and U.S. industry;•Negotiating capability training workshops with Ministry of Defense, U.S. Industry and DOD;•Organizing DOC’s Structural Issues Working Group bi-lateral meetings to discuss market economy status with relevant Vietnamese ministries.

• Chief Operating Officer, responsible for the day-to-day management and oversight of the U.S. Department of Commerce’s largest overseas operation consisting of 147 staff, 5 consulates and a US$ 9.3 million dollar budget.Major accomplishments include working with Chinese officials to successfully: • reduce the capitalization requirements for foreign invested telecom operators by $1 billion RMB; • win a major nuclear contract worth US$24.8 billion. Assisted in obtaining a presidential waiver;• gain approval for and overcome export control issues for the C919 Chinese airliner project;• convince MOFCOM to delegate licensing authority for retail stores to the provincial level;• develop public private partnerships in the aviation, energy and railroad sectors creating $US 7.4 billion in U.S. exports in the energy and rail sectors in its first year;• advocate for U.S. companies to win radio network bids for numerous city metros; • establish China’s first green supermarket standard;• advise companies on strategies to address China’s Multi-Level Protection Scheme, Indigenous Innovation, CCCI, and Government Procurement issues.

Provided market development for U.S. companies in the aviation, telecom and construction industries.· Advocated on behalf of U.S. companies with a variety of Chinese government officials. · Responsible for all commercial Embassy activities in the telecommunications, broadcasting, education and tourism industries.· Developed new due diligence service and IPR toolkit to help U.S. companies protect their business interests in China, an area of growing concern.· Assisted U.S. companies with US$1.3 billion in projected project sales in 2003.

DIRECTOR, Export Assistance Center, Eugene, OR, September 1998- March 2000· Ran the Eugene Export Assistance Center. Organized trade promotion events, provided export counseling to clients, responsible for co-locating the office with the local Chamber of Commerce resulting in 30% annual cost savings. · Acted as Team Leader for ISO9002 certification for our Phoenix and London offices. Auditor certified.· Developed an education consortium with 22 educational institutions in Oregon to market Oregon institutions overseas. Supported efforts with private-sector financing.· Served as Team Leader for nation-wide 35-person services team. Team developed new market entry strategies for service companies.

Sarah Kemp joined the U.S. Department of Commerce in 1992 as a Presidential Management Fellow.
