Multnomah County provides critical infrastructure services and helps ensure the most vulnerable in our community have their basic needs met. The county provides services to folks with disabilities; veterans; seniors; and people living with mental health, addiction, and houseless challenges; maintains roads and six Willamette River bridges; provides a full service animal shelter and adoption agency; runs one of the busiest library networks in the country; safeguards democracy by administering and counting ballots and protecting the right to vote; AND leads with race, equity, and inclusion within a framework of climate sustainability goals. As Deputy Director of Government Relations, I led our lobbying efforts at the state legislature. My policy portfolio emphasized environment, clean air, land use, human services, behavioral health, public health, taxes, animal welfare, and the corresponding budget requests. When the legislature was not in session, I worked with the County Chair, Commissioners, and Departments to influence policy decisions through rule makings, meetings, letters, and our own policy proposals. This all required working with legislators, the Governor's office, state agencies, other organizations and lobbyists, associations, coalitions, community groups, consumers, and advocates to build consensus and negotiate compromise to find workable solutions. Often this happened in formal or informal work groups, task forces, or advisory councils. This work required much coordination between external and internal stakeholders, relationship building and effective communication skills and tools -- such as writing policy briefs, testimony, full reports, and issue summaries. In the 2019 Legislative Session, I passed 5 bills (HB 3116, HB 2007, SB 910, SB 134, SB 837), another bill became a budget note (HB 3279), and helped secure millions of dollars for critical programs in mental health, public health, and substance use.
