Responsible for the performance of the Eastern Region, consisting of 189 practices, with 1,706 providers in MSSP Basic, Enhanced, and ACO REACH contracts. Managed 7 population health associates in working directly with practices to implement targeted interventions based on practice/system needs and available resources. Manage the performance and operations of a successful Nationwide ACO comprised of and led by Federally Qualified Health Centers (FQHCs) in the Medicare Shared Saving Program (MSSP)

Promoted to lead the daily operations of an Accountable Care Organization, including management support for 35 primary care practices and 100+ primary care providers across the state of Delaware.Guided and supported the ACO to earn shared savings within the MSSP, delivering 29.5M in all-time Medicare savings.Directed the implementation and reporting for all value-based contracts within the Delaware market, including two MSSP contracts and five contracts with commercial payers (including MA and Medicaid plans). Recruited, trained, and managed top talent, growing a high-performing team and meeting market expansion goals.

Implemented and managed population health initiatives in primary care practices, guiding actionable initiatives from performance data and distributing $6.3M in shared savings to providers participating in the MSSP in 2019.Reduced ED and inpatient hospital utilization, improved care transitions, elevated Primary Care utilization, and increased performance on quality metrics in 35 primary care practices. Developed project plans and execution timelines aligned with MSSP program, reviewing KPIs, utilization, cost, and quality reports across each practice and redirecting resources as needed.Built and maintained a positive relationship with the ACO Board, PCPs, and practice staff, facilitating performance buy-in, setting strategic priorities, and identifying opportunities for improvement, growth, and savings.

Principal Investigator for the Substance Abuse and Mental Health Services Administration Delaware System of Care Grant, directing a team of six and managing a $4M budget. Developed and managed State Plan Amendments, Cost Allocation Plans, and inter agency contracts to ensure continuation of federal Medicaid funding for Children's Behavioral Health Services.

Led development and implimentation of quality improvement initiatives for the CMS Quality Improvement Organization (QIO). Collaborated with key stakeholders and providers to design and launch interventions to reduce hospital readmissions and antipsychotic use in SNFs.

Conducted As-Is Assessment of State Medicaid Program’s implementation of EHR Incentive Program. Tasks included review of all 50 State Medicaid HIT Plans (SMHPs) and Implementation Advance Planning Documents (IAPDs), assessment of states progress in implementation of their programs, and conducing in-depth interviews and documentation reviews in 10 states. Responsible for analyzing and presenting findings to CMS. Project Manager for the development of an interactive tool that describes the coordination of benefits between Medicare and other health insurance, including Medicaid, TRICARE, VA, FEHBP, and commercial health insurance. Responsible for program evaluation of Medicare and Medicaid programs. Developed training and outreach materials for CMS to educate beneficiaries, caregivers, partner organizations, and health care professionals on Medicare Prescription Drug Coverage, HHS Public Compare Websites, and Medicare preventive services.Designed and conducted program evaluation of CMS outreach and education programs, including serving as a mystery shopper of State Health Insurance & Assistance Programs (SHIP) and 1-800-Medicare. Evaluations focused on the implementation of the Part D benefit and coordination of benefits.
