CurrentSarah Owsowitz is Of Counsel in the Walnut Creek office of Best Best & Krieger LLC. Her practice focuses on CEQA advice and litigation, with a particular concentration on urban decay, climate change, water supply, and cultural resource issues. She has substantial experience in preparing and defending EIRs for large-scale development projects, hospital retrofits, and renewable energy projects.Prior to joining Best Best & Krieger, Ms. Owsowitz was an associate with Cox Castle & Nicholson, and with Morrison & Foerster and, before that, for nearly seven years, she was a Deputy City Attorney with the City of San Francisco litigating CEQA challenges, serving as counsel to the Landmarks Preservation Advisory Board, and advising the Board of Supervisors and the Planning Department on CEQA issues. Ms. Owsowitz is admitted to practice in the State of California and is a past member of the Executive Committee of the Real Property Section of the California State Bar. She was also selected as a 2009, 2010, 2011 and 2012 Northern California Rising Star for Land Use Law by Northern California Super Lawyers Magazine and, in 2013, 2014, 2015 and 2016 as a Super Lawyer for Land Use Law by the Northern California Super Lawyer Magazine.
