Manage contracts from cradle to grave. Oversee over 150 contracts for a budget of over $7 billion. Support the airport’s HR, Risk Management, and Legal Departments with innovative solutions. Work closely with legal, RM, ITS, and audit to ensure compliance and determine risk. Daily responsibilities include contract compliance, contract negotiation, and project management. In addition to sourcing services other areas of responsibility include: proposal evaluation, business strategy, end-to-end vendor management, process improvement, process mapping, reporting and forecasting, financial reports, technical assistance and support. Administered federal grant funding allocation for the Community Development division and managed projects from the cradle to the grave. Led process improvement across community development programs creating detailed program policies and procedures to meet HUD regulations and city management expectations. Additionally, I supported grant funded sub-recipients and monitored agency performance. Other responsibilities included: the administration of multi-year/cost-reimbursable contracts involving federal, state and private funding. New program design and implementation. I also managed complex and politically sensitive projects. Worked closely with developers, engineers, and other city departments, coordinating operations related to the redevelopment of target areas and construction of new homes. I communicated with local, state, and federal representatives from all levels. I developed special programs targeting LMI areas providing financial education and contributing to a better quality of life for residents. I conducted monthly public meetings to promote programs. I spearheaded the Tudor Lane Project receiving national recognition from the National Community Development Association. I accepted the 2017 Audrey Nelson Community Development Award in Washington DC on behalf of the City of Irving.

Developed a wide range of programs in support of community development. I made significant enhancements to the down payment assistance program which were instrumental in helping the city successfully provide mortgage readiness, down payment assistance, and credit counseling to over 600 families during her tenure. I stepped forward as a member of the National Foreclosure Prevention Task Force initiated in Texas in 2008. I designed a temporary Emergency Mortgage Assistance Program resulting in housing stability for many families in Irving. I led community outreach efforts, planned public meetings, and established partnerships with financial institutions for the success of these programs. I maintained a high level of engagement with customers building strong and positive relationships while assisting financial institutions to meet CRA requirements. I oversaw the operations of the Housing Rehabilitation Program and strengthen the underwriting guidelines for a repayment loan and a deferred forgivable loan to create a more successful program. I developed sound housing programs with added financial education resources to further the impact of CDBG funds in the community.
