Established in 1985, the HCTRA system and operations span more than 170 miles and includes the nation's first all-electronic tolling system (Westpark) as well as a full function HOT lane system (Katy Managed Lanes). Daily transaction average is approximately 1.25M. In addition to the administration building, HCTRA supports four storefronts, one call center, two courtrooms, one training center, and a technologically-integrated full incident management division.; Identify strategic solutions which meet agency objectives and select or recommend based on pre-defined success metrics. Ensure back-office and in-lane systems are adaptable to future tolling developments and initiatives. Procurement of IT Systems includes scope planning, requirements development, contract award, implementation, and oversight. Periodically evaluate risks (e.g. security, capacity, redundancy) while ensuring auditing and maintenance of both business-driven and mandated standards. Represent agency for local, state-wide, and multi-state interoperable technology, tolling, and business efforts; state-wide (Texas) lead for tolling technology collaboration. Active oversight for the design and planning of SONET fiber network, roadway IT infrastructure (tolling and non-tolling), e-commerce website, and CRM account management. Definition of strategic business rules, processes, timelines, and dependencies to accomplish agency objectives.

CNET, EPP/Affinity, and Partner merchandising coordination; metrics reporting/analysis, product analysis/maintenance, e-mail and web (both intranet and internet) promotional projects and processes. Increased click-through 300+%; revenue average increase 19% Q/Q. $8M budget coordination, project planning and implementation, gap analysis, site customization, product review, vendor delivery, and end-user accommodation. Project reprioritization activities for Partner Direct online store and 3D product demos. Evaluate multiple solutions to determine cost impact and trade-offs required related to functionality, cost, and capability balances/requirements to ensure profitable delivery.
