I am the project lead for initiatives aimed at enhancing customs readiness and optimizing trade revenue in collaboration with the Palestinian Authority (PA). My role involves providing technical assistance to strengthen the capacity of the PA Ministry of Finance Customs Department and working on resolving fiscal losses caused by inefficient clearance mechanisms for trade-related taxes, with the aim to create a favorable business environment that fosters economic development.

worked on legal aspects of the economic and fiscal agreements between Israel and the Palestinian Authority. In particular, with the two governments to propose amendments to the existing framework to improve its economic, fiscal and legal implementation. Additionally, worked with the PA to develop its regulatory and legislative framework on customs, vat and other taxes to increase collection, reduce undervaluation and detect smuggling to improve financial stability. As legal advisor, I also assisted with drafting of agreements, legislative memos, policy papers and other legal documents to help advance our work.

I was tasked with designing and managing the USAID’s Communities Thrive project’s legal and policy component in Palestine. Specifically, my tasks involved providing legal advice that would ultimately create an enabling legal environment to unlock economic development for Palestinian Municipalities. As legal I advisor, I developed legislative and policy amendments that would improve municipal revenue streams and fiscal management by improving existing legal and legislative framework.

In that role, I was the senior most legal person at the Ministry, reporting directly to the Minster of Energy. I was tasked with overseeing the entire legal portfolio of the Ministry which included negotiating and drafting various agreements with IPPs, contractors and neighbouring countries. I also negotiated PPAs with IPPs in RE and conventional sources, and negotiated and drafted Production Sharing Agreement for on-shore oil and off-shore natural gas. In Electricity, I concluded agreements for the construction of an HV transmission network with multiple international financing institutions.

In Parallel to my work at the Ministry of Energy, I was also head of the legal affairs at Palestine's national electricity grid operator, PETL. I was tasked with managing the newly established governmental company and ensuring its compliance with regulatory and legal procedures. I also managed its agreements and contracts with suppliers and contractors for the construction of a nation-wide HV transmission network and managed its legal relation with the IPPs and commercial partners. I also negotiated Power Sale Agreements with the four distribution networks in Palestine and a Power Purchase Agreement with Israel and Jordan. Additionally, I negotiated the terms of a previously outstanding governmental debt worth nearly $1.0bn

As an associate at Palestine’s largest law firm I worked on several legal issues ranging from Banks M&A Deals to drafting of contracts and agreements spanning in several business focus areas. I provided US Federal Tax advice with a focus on the Foreign Account Tax Compliance Act for US citizens living overseas. I worked on Project financing for several major infrastructure and commercial projects in Palestine including offshore natural Gas field.
