Throughout 25 years of leading UN development programmes in complex, politically sensitive and conflict-affected countries and territories of Eastern Europe, Central Asia and the Middle East, I have been seeking to identify and negotiate policy solutions to make a difference in the lives of the most vulnerable and marginalized in society. I negotiated Gaza post-conflict reconstruction projects worth USD 150 million with Palestinian Authority, Hamas and Israeli Defense Forces, programmes with separatists in Georgia’s non-government-controlled territory and the reintegration of ethnic minorities in Crimea. Advised on judicial and socio-economic reforms that halved extreme child poverty in Georgia. Negotiated the Uzbek Government's acceptance of previously rejected UN treaty body recommendations, the release of incarcerated juveniles and the reform of detention facilities and interrogation practices to end torture and ill-treatment. Managed peacebuilding projects in Tajikistan, led civil-military coordination with the Saudi-led coalition and led the reform of UNRWA’s USD 215 million humanitarian relief programme in the Middle East.
