• To coordinate implementation of the company HSE policies (Followed by OSHAS18001 and Singapore Regulations), Safety Management System and Project/location specific Safety Management Plans as they apply to the location. • Responsible for the overall Marine & HSSE management of the OSV Fleet Operations, ensure smooth and successful implementation of QHSE system and policies.• Perform systematic review of recommended codes, guidelines and standards and ensure compliance with Quality & Safety Management standards• Ensure and maintain refinery' zero loss time accident record and to report all chemical refinary incidents, near Misses to prevent and eliminate potential incidents.• Maintain ISM/ISPS Code, Company Management System• Oil tanks Survey/Audit and certification of those electrical and air operated equipments• Prepare tanks and pipe lines for Clients /VOID/Port State/Flag State Inspections• Carry out routine inspection of site and prepare inspection reports• Conduct site internal audits and upkeep of office SMS records• Investigate non-conformance, accidents and hazardous occurrences• Implement corrective/preventive action to ensure safe operations of vessels• Keep abreast of, update and implement rules, regulations and legislations• Monitor oil tanks and piping's performance, support Master on navigational and operational information• Conduct training for supervisors and crews in implementing on site works procedures, updating records and reporting to management office• Monitoring and control cost within budgetary limits, prepare related yearly budget for safety and trainings.• Monitor costs and implement cost control, where necessary, to ensure expenditure is within budgetary limits and to prepare related yearly budget for vessels• Plan and attend to vessel dry docking, repairs and surveys when required and determine repair specifications for docking and maintenance.
