Uzbekistan was the first to sign in for GSMA IMEI Database with their 32m population.• Lead cross Operators projects on the following GSMA Programs: Identity (Mobile Connect), Future Networks (RCS)• Representing GSMA in the regional regulatory body – Regional Commonwealth in the Communications (RCC) on spectrum and other public policy subjects. Engagement with Telecom Regulators within RCC along with other activities resulted in World Radio Conference 2019 identifying 17.25 GHz of spectrum for 5G services roll out on a global scale• Supported and contributed to the launch of new GSMA Mobile 360 Eurasia event series for CIS region. First two events (2018 and 2019) convened jointly over 1500 attendees with 50% C-level delegates from 30 countries.• GSMA membership sales. Convinced and acquired two new Associate Members

• Led the feasibility study for VoLTE Interconnect Working Group for Big4 Russian MNOs. Engaged with Telecom Ministry and convinced to adopt legislation requests from MNOs• Managed Project for RCS Interconnect in Slovakia between Orange Slovensko and SlovakTelekom • Led development of RCS Test Specification (RCC.58) for North America Operators (AT&T, Verizon, Sprint, Rogers). Unified standard subsequently led to interoperable RCS launches by 4 major US carriers in USA• Verified compliance to GSMA RCS specs for leading OEMs (e.g. Samsung, Sony, HTC, LG), Vendors (e.g. Google, Huawei, NewNet) and Operators (e.g. Vodafone, DT, Orange, Telefonica, SFR). Those were later able to launch interoperable commercial RCS services globally

Promoted rapidly through a series of increasingly responsible engineering positions towards managing role based on strong technical, team building, and team leadership performance. Notable achievements:• Led consulting project for OJSC “SvyazInvest” (nowadays Rostelekom) on development corporate standards for NGN technologies. All standards were adopted by Rostelekom and led to launch of new services in all 85 regions of Russia• In the role of ITU-T Editor Q.8/SG11 developed and passed through approval ITU-T Recommendations Q.3901 (NGN testing) and Q.3904 (IMS testing). These recommendations where adopted by over 190 countries and 900 companies globally
