• Reviewing and analyzing the budget control reports of various projects, check relevancy with the projects and of provincial offices for accuracy and providing them proper feedback.
• Consolidating the reports from SRs, provincial offices and analyzing their pipelines to provide timely feedback on variances to Program Management / SR's as well as to Supervisor.
• To provide necessary responses to the donor queries related to the financial report, facts and figures.
• Preparing quarterly and annually budget for the projects, new proposal, field offices and SRs with support of program and finance.
• Monitoring all PBKs related to Sub-Contractors and Field Offices accurately and submits final PBK's to account department on monthly basis.
• To ensure timely and accurate financial report of the project submitted to donor in compliance with the policies and procedure of Donor, HNI and those of the Afghan Government.

Kabul Country Office

• Administrative and logistical activities of Kabul urban health project.
• Supply of Medical and Non-medical equipment’s to HF.
• Keeping inventory record of all assets supplied to Health facilities.
• Financial Management, Financial reporting and SR management of Kabul Urban Health Project.
• Calculation and payments of performance incentives to HF staff.
• Keeping record of all financial documents.

Kabul

• Preparing draft budgets and providing support budget preparation.
• Financial reporting submitted to the MoPH for the SEHAT & PCH Projects on Quarterly basis.
• Planning cash flow for all the projects controlled and implemented from the Base.
• Ensuring that all transactions are - approved by the competent authority, compliant of the HealthNet TPO policies and procedures in all financial, administrative, logistical and HR related aspects.
• Ensuring that for all requisitioned transactions the relevant budget lines have adequate balance available for charging requested expenditure before the expenditure is paid.
• Ensuring accuracy of daily transaction processing in terms of account codes, donor budget-lines and cost centers.

Jalalabad

• Overall management of the finance activities and staff in Nangarhar Afghanistan (BPHS, EPHS & Global Fund MCP Projects).
• Facilitation of external audits of all the donors mentioned above.
• Preparation of Budget Control Report (BCR) on monthly basis for the Program Managers to have a clear picture of their project and make decisions accordingly
• Responsible for communicating all significant matters with Country Office on daily basis.
• Member of the Management Jalalabad Coordination Committee (JCC) of Nangarhar office
• On time submission of Monthly Bookkeeping to Country Office Kabul

• Responsible all operational financial matters and general accounts
• Checking vouchers, recording financial data in the Database
• Cash management.
