Canada's Industrial and Regional Benefits (IRB) Policy ensures that Government of Canada defence and security procurements generate high value-added business activity for Canadian industry. The Policy requires companies that win defence and security contracts with the Government of Canada place business activities in Canada at the same value of the contract. Canada currently has more than 60 defence and security procurements that are subject to the IRB Policy. Together, these IRB obligations represent in excess of $23 billion in business activity with Canadian industry. This role is responsible for managing several organizational priorities including communications, process improvement, and stakeholder relations.

The Atlantic Canada Opportunities Agency (ACOA) is a federal government department which works to create opportunities for economic growth in Atlantic Canada by helping businesses become more competitive, innovative and productive and by championing the strengths of Atlantic Canada.This role is responsible for advocating the interests of Atlantic Canadian industry within the federal government defence and security procurement networks. This includes alerting the ACOA Minister, Agency Management and other government officials of emerging issues and articulating Atlantic Canadian interests. This role is also responsible for mobilizing regional networks involving Atlantic Canadian businesses, provincial governments, regional and provincial aerospace and defence associations, and regional economic development authorities to promote Atlantic Canadian business to major multi-national companies with IRB Obligations (ex: Boeing, Lockheed Martin, BAE, EADS).

Managed large defence aerospace IRB programs totaling over $3B. These included the CF-18 Modernization and long term support, the CP-140 Modernization, and the initial stages of the Fixed-Wing Search and Rescue project.Responsibilities included: negotiating acceptable IRB plans and proposals; tracking and managing all IRB transactions; verifying IRB work was completed; communicating benefits to the Minister of Industry, Senior Management, and Canadian industry; working within the Federal Government defence procurement network to fully understand proposed procurement strategies for projects within these major programs, alerting the Minister of Industry and Senior Management of issues and articulating the interests of Canadian industry within government.
