I have advised numerous healthcare clients across the country, including providers, plans, private equity, and others, on regulatory and fraud and abuse issues in the structuring of complex healthcare transactions and arrangements. I have represented clients on a wide range of innovated matters, including mergers & acquisitions, strategic alliances, novel joint ventures, and various initiatives focused on value-based reimbursement, population health, risk based entities, IPAs and quality incentive programs. I am a leading expert in the federal and state fraud and abuse laws (including the Stark Law, the Anti-Kickback Statute and numerous state regulatory laws), as well as an expert in various reimbursement issues, including under managed care, Medicare Advantage and traditional Medicare and Medicaid fee-for-service. I also regularly assist clients in the resolution of potential compliance problems, in making voluntary disclosures when necessary, and in implementing or modifying their compliance programs. Finally, I have defended numerous clients against civil government actions and investigations, including in False Claims Act cases, threatened Anti-Kickback prosecutions, and various state and federal audits.
