Scheibe, Gary is a Member at Texas Governor's Private Sector Advisory Council. He possess expertise in homeland security, incident command, security management, command, process safety and 10 more skills. Colleagues describe him as "I have known and worked with Gary for most of last nine years. He served as my counterpart in the Houston Police Department for most of that time. Gary is someone who understands the “big picture” and knows how to integrate diverse entities into an effective organization. A strong advocate for teamwork amongst agencies, Gary has taken the time and effort to discern the jurisdictional authorities, capabilities, and limitation of his partner agencies. This knowledge is critical to building more effective teams, especially during an incident or emergency. Gary demonstrated this capability during the Houston Mega-Shelter Operation following Hurricane Katrina when he served as the Incident Commander of the Texas Inprocessing Command—an entity that ensured all the evacuees who came through Houston (over 165,000) were properly triaged, cared for, and provided the necessary services that enabled them to make critical life altering decisions as to where they might relocate and how to best care for their extended families. In this role, Gary had over 700 personnel from a wide array of agencies, including the Houston Police Department, the Houston Metropolitan Transit Authority, Texas Department of Public Safety, the Texas National Guard, and Colorado DMAT-2. He flawlessly executed these duties in such a manner that enabled other entities within the Houston Area Command to continue to provide their services to the evacuees without overwhelming the available resources. Gary is a dedicated practitioner of the National Incident Management System and an extraordinary instructor who I have had the pleasure to teach with."
