Principal projects included:Construction of an elementary school and associated water well and outbuilding in Kampot Province, Cambodia, using both U.S. and local labor, with a total materials and operating budget of $140,000, exclusive of personnel salaries. Negotiated contract terms and building design with the Government of Cambodia and interested U.S. Government agencies, confirmed site suitability and local buy-in and helped to source and vet local subcontractors.Development of an online, geo-referenced searchable database of current and historic U.S. Government construction projects in the Pacific area, using the U.S. Army Corps of Engineers "Reachback Engineer Data Integration (REDi)" software architecture. Developed requirements, collected historical information from legacy systems, and worked with computer programmers to modify existing software for the new application. Total project budget of $180,000.

Construction superintendent, providing on-site leadership and management of a 30-person organization which executed over 30 earthmoving projects at various locations throughout Ninewa and Salah-al-Din Governorates, Iraq. Responsible for the maintenance and safe operation of over 45 pieces of construction equipment and tractor-trailers, valued at over $9-million. Project budgets varied between $5,000 and $150,000; the most notable projects included:Construction of a 4,100-meter macadam access road and improvements to a bridge abutment, linking a newly-constructed float bridge on the Tigris River south of Hamam-al-Ali, Iraq, to the existing national road network.Emplacement, using mobile cranes, of over 650 concrete barriers, individually weighing between 8-11,000 lbs, for the purposes of traffic control and facilities protection at various sites in and around Mosul, Iraq.Construction, repair and general maintenance of numerous roads and parking areas at various sites throughout Northern Iraq. Projects averaged 1-2 days, were executed on short notice, and involved pothole and crater repair; regrading and compaction of macadam roads; and upgrading existing roads and parking areas by emplacing, grading and compacting crushed aggregate and clean fill.Projects frequently required on-the-spot coordination and negotiation with Iraqi Government personnel, landowners, local residents and tribal leaders. All projects were completed in an austere, wartime environment with limited resources, short timelines and the requirement to rapidly adjust project plans to unforeseen circumstances.
