Provide legal counsel to Pennsylvania's third largest municipality in the areas of real estate and business taxation (including limitations on taxation of interstate corporations and non-profit entities), planning and zoning, employee/ labor relations, environmental and utility concerns, and nuisance abatement.Responsible for developing legal theory for the taxation of currently tax-exempt entities.Part of the team that revised the City's anti-sexual harassment/ anti-sex discrimination policy.

Advise Authority board and staff on property redevelopment issues and represent authority in eminent domain proceedings for blighted properties.

Providing legal counsel to a new home rule municipality in Pennsylvania. Responsible for drafting County contracts and land sales agreements. Represent the Luzerne County CYS Agency in depedency court matters. Represented the County in employee/ labor relations matters including collective bargaining grievance and unfair labor practice claims, claims arising under the Americans with Disabilities Act, and claims arising under Title VII of the Civil Rights Act.

Handled civil cases for low-income clients involving landlord/tenant disputes, child custody and support, and quasi-criminal administrative hearings.

Litigated preliminary hearings in district court for felony and misdemeanor charges. Also drafted portion of training manual for new interns involving domestic violence victims attempting to assert Fifth Amendment privileges instead of testifying against spouse/ partner.
