With a mission grow PB’s ITS capabilities in Melbourne and support the ITS wider team on National and International Projects. Project Manager and key technical expert focusing mainly on traffic related ITS development and implementation.

In charge of the Victorian Austraffic Operation including hands-on project management of large scale survey projects, most recently a 90 Origin Destination camera based survey in Melbourne's inner west. Scott also develops systems and techniques to improve Austraffic's survey capabilities ultimately improving outcomes for clients. This included development of camera based survey equipment and trialling of a range of Bluetooth and WiFi Sensors over a two year period resulting in a strategic alliance with one supplier currently being used by Austraffic.

- Ramp Metering Outline Design M80. Project Manager of Halcrow inputs combined with M&E design from Pitt & Sherry for John Holland M80 Edgars Rd to Greensborough Highway Section- Tram Automated Vehicle Monitoring Due Diligence. Technical Expert, working with Halcrow UK expert to review existing Tram AVM and propose road map for replacement including review of Australian based and EU products on behalf of Department for Transport, working closely with key stakeholder Yarra Trams and VicRoads (Network Operations)- Victorian ITS Stakeholder Engagement. Project Manager working with VicRoads (Road User Services). Interviewing VicRoads internal and external stakeholders over a 6 month period to assist development of internal and external facing policy and processes.- Heavy Vehicle Enforcement. Project Manager on secondment to VicRoads (Road Safety and Network Enforcement). Review of technology relating to Heavy Vehicle Curfews in Melbourne’s inner west.- Managed Motorways. Project Manager working with VicRoads (Network and Asset Planning) providing support to develop a funding case to Infrastructure Australia for future phases of the Managed Motorway system implementation on Melbourne’s freeways. Focused on providing support to assess new motorway projects in a newly developed priority framework and calculation of BCRs in very tight timescales.- Wide Coordination of road traffic signals with level crossing operation. Project Manager working with VicRoads (Network and Asset Planning) undertaking a feasibility study for VicRoads to assess the potential feasibility of providing wider area traffic signal coordination by utilising earlier pre-emption of level crossing boom closure. This involved a high level review of VicTrack systems and development of a framework for consideration of future implementation of the concept..- Arterial ITS Deployment Framework. Development of requirement / outcome driven framework.

Team Leader - ITS ScotlandProject Director and Project Manager. Scott started and grew a team of 12 ITS professionals over 5 years offering a range of services from development of strategy and business planning right thought to implementation, operation and maintenance functions. Primary ITS areas include Congestion Charging, Tolling, Urban and Strategic Traffic Management and Control Systems, Bus Real Time Information Systems and Information Systems. Work was undertaken for a variety of public and private sector clients including Transport Scotland, City of Edinburgh Council, Transport Initiatives Edinburgh, Glasgow City Council, Aberdeen City Council, East, West and Mid Lothian Council’s, PEEK and UTMC Ltd. He also acted as a technical expert on a number of ITS projects across the UK including TfL, Oxfordshire County Council, Bristol City Council and Gloucester City Council. Scott also managed a range of large multi-discipline traffic engineering and transport planning projects including traffic management, traffic engineering, parking management, access managment, sign design and way finding, and tranport modelling (microsim). Many of these projects included inovative use of tranport data.

Responsible for a team of two or three consultants. Project Management of a range of ITS projects in Scoltand, including:- Responsible for administration of Scottish Executive ITS projects as part of Euroregional TEMPO project STREETWISE, including reporting to the EC. Responsible for managing relevant research papers in 2001 / 2002 including User Needs for Journey Time Study and Monitoring Baseline Study. Also project managed review of Scottish remote monitoring travel time programs (GPS/GSM floating vehicle and mass mobile phone passive polling data) and development of ANPR and looped based travel time systems (the first VMS based travel time systems implemented in the UK).- Design, procurement and site selection of strategic VMS for National Network Control Centre- Development of Control Centre Network Performance Indicators- Development of mobile ANPR system for travel time / delay information through roadworks sites- Development of inductive loop based travel time system on two freeways (M8 and M80) on approach to Glasgow. Signs were a combination of rotating prism and LED faces to provide road users information about variable destinations throughout the day - Development of congestion monitoring index including review of remote data (probe vehicle), loop and ANPR Data Sets- Development of bus gate and microwave toll based access control system for Edinburgh Park in Edinburgh’s west- Development of Bathing Water Environmental Monitoring and Warning System for Beaches across the southwest, east and north east of Scotland in conjunction with Scottish Environmental Protection Agency

General highways design and construction management - duties included:• Responsible for the design and implementation of traffic management and traffic safety schemes worth up to £600,000 on behalf of Wokingham District Council (WDC), including traffic signals, roundabouts, road realignments, traffic calming and lighting schemes• Undertook road safety audits for traffic management and traffic safety schemes. General Transport Planning Duties included:• Assisted in development of Local Area Accessibility Study for WDC. • Developed green transport targets for the district as part of the Local Transport plan and green transport initiatives for WDC.• Reviewed district cycle plans and infrastructure, and undertook cycle way audits across the district.

Seconded from RACV to project manage the formation of a seminal national ITS strategy for Australia on behalf of AUSTROADS. Required management of approximately $(AUS) 500,000 of funds, presentations at countrywide seminars to establish baseline of ITS expertise and user needs in Australia. Also managed consultant specialists requiring the letting of contracts including development of a specification for ITS architecture.Also undertook Public Relations duties for ITSA producing reports for the purpose of furthering the understanding of ITS with various government agencies, corporations and community groups to help secure funding.

General Duties Included:• Citylink Monitoring Program – Responsible for the management of RACV congestion monitoring program which modelled the impact of the $(AUS) 2 billion Citylink toll road project in Melbourne. Management of the implementation GIS database. Managed collection of probe vehicle and tube based surveys. Assisted development of an economic model to determine the benefit of the new toll road.• Hazardous location investigations- Road Safety Audits and signage audits for State and Local Government.• Access Control System development - RACV environmental initiative assisting Monash University develop a system to restrict access to vehicles with less than two occupants to progress the Universities green transport policies.• RACV ITS Initiatives – Responsible for RACV submission to the National ITS strategy requiring co-ordination of all RACV business areas including Intelematics (GPS /GSM vehicle security product) and GPS / Radio Data product used by RACV patrol vehicles. • Standards - Represented RACV on National Standards committee in the formation of the first Laser Speed detection standard in Australia. Provided input to many others.• Policy Creation – Drafted RACV policy on traffic transport and safety matters for RACV board.• Motorcycle Safety – Assisted RACV and other motorcyclist groups in advocating safe riding practices and raising awareness of safe street environments• Public Relations –Representing community interests at conferences, seminars, various public forums, and provided articles for RACV magazines “Royalauto” and motorcyclist magazine “Rider”, state and local media publications, and local radio as required.
