Scott is the Director of Advocacy for HealthHIV. With over 25 years of experience working within the syndemics and social determinants of HIV, viral hepatitis, and STIs care and prevention, Scott brings perspectives as both a long-term and aging consumer of HIV services and a front-line leader in the treatment as prevention field.Holds a BA in Sociology from the University of Pittsburgh; a Master of Nonprofit Management with an emphasis in Public Health, and a Program Management Professional (PgMP) certification from Regis University, Denver, CO. With direct client services work and expertise in PHSA and Ryan White programs, he served on the Seattle Ryan White Transitional Grant Area HIV Planning Council from 2008-2010 and 2014-2020. He served on its Priority Setting and Resource Allocations Committee, Executive Committee, and delivered policy briefings on Statewide Coordinated Statement of Need (SCSN) activities. From 2017-2020, Scott was Co-chair of the Washington State Department of Health HIV Planning Service Group (HPSG), the state HIV (later syndemic) planning body that leads the work of the SCSN. Scott had agency fiscal oversight of RWP PT A, B, C, D, and F and high-impact HIV prevention (HIP) funds (CDC, health departments/jurisdictions).He drove statewide policies for equitable LGBTQ healthcare as a member of the WA LGBTQ Commission: HIV Medication Access Workgroup. He played a strategic role in the WA State Health Care Authority’s LGBTQ Health Care Recommendations in state-paid plans. He was a contributing author of WA’s END AIDS Plan and served on the WA HCV Task Force for the State Plan to Eliminate Hepatitis C. Led WA CBO efforts on the modernization of communicable and blood borne pathogens statute, ESHB 1551 passed 2020. Scott further administered CBO HIV HIP prevention programs across multiple counties. And from 2011-2020, he served as Dept of Commerce WA state HOPWA Project Sponsor across seven counties.
