Responsible for identifying deficiencies, gaps, and areas in need of improvement and developing and directing modifications to Multinational, Joint, Multi-Service, and Army doctrine. • Manages the production of 16 publications and two principal annual periodicals.• Monitors research efforts of Army, Joint, Multinational, civilian agencies and other services.• Plans, programs, and directs the mission workload of a unique, multi-functional team. • Serves as a senior military police advisor to the executive leadership team.

Led all aspects of day-to-day operations and sustainment for the safe, secure, and legal detention of US Government law of armed conflict detainees in a maximum-security environment. Lead programmer for the Army’s $1.2B law enforcement Management Decision Package (budget) and budget synchronization officer for $5.5B protection and emergency services portfolio over two Department of Defense budgeting cycles. • Supervised the communication of tens of thousands of resource requirements totaling $6B+ across 18 major Army commands and 100+ installations to the Secretary of the Army. • Ensured resourcing reform initiatives properly reflected $185M in savings to the US Army.• Briefed regular program reviews to the Secretary of the Army and other senior executives.• Coordinated implementation of the US Army’s public safety communications programs including Enhanced 911, Computer Aided Dispatch, and Land Mobile Radio.
