About Scott Boyce
Hydrologist/Engineer with 14 years of service at the U.S. Geological Survey’s California Water Science Center working on groundwater and surface hydrology projects throughout the world. Prepared 100+ page reports, attended stakeholder meetings, and lead presenter for 150+ people at meetings and conferences. One of my PhD publications was selected by the U.S. Office of Groundwater as the 2015 Best Groundwater Paper by an Early Career Scientist.I have superior knowledge of numerical programming in Fortran (77-2008) and have written over 150,000 lines of Fortran code for various projects. I also am an expert at writing Python, knowledgeable with Go, and Rust.I co-developed a conjunctive use (groundwater and surface water) modeling software called the MODFLOW One-Water Hydrologic Flow Model (MF-OWHM) and the current lead developer. The MF-OWHM team of developers consists of USGS employees, university faculty from California and Germany, scientists from the Commonwealth Scientific and Industrial Research Organization of Australia, and Bureau of Reclamation; and includes multiple public and private beta testers that provide feedback to the method development.The World Bank (www.worldbank.org) selected MF-OWHM as one of three recommended software programs for conjunctive use management. MF-OWHM is further accepted for the California Sustainable Groundwater Management Act (SGMA) as one of the simulators for a Groundwater Sustainability Agency to assess the sustainable management of their groundwater. The world bank recommendation makes it applicable to their funding mechanisms for developing nations, such as Ethiopia, Mexico, and India.My work in conjunctive use and MF-OWHM has been applied to high profile groundwater basins that involve supreme court litigation or are designated as high-priority basins by the California Sustainable Groundwater Management Act.I am also currently working with the Bureau of Reclamation and California Department of Water Resources (DWR) to update the groundwater simulation component in CalSim-III to use the IWFM-2015 (Integrated Water Flow Model) for reservoir operations in the California Central Valley (State Water Project and Central Valley Project).If you want to see my CV, go to the Featured section and move to the right a few buttons for it.(or go here: https://drive.google.com/file/d/1H8oZRh10ovQgT0qF5hGsCFjdsk-LvpNa/view?usp=sharing )
