In addition to supervising international trade remedy attorneys and counseling Enforcement and Compliance (E&C) on administrative investigations, reviews, remand redeterminations and other segments, I am also the lead attorney for E&C on regulatory matters. I organize E&C committees to address legal and policy issues, prepare defensible and creative solutions to methodological and trade-related problems, and lead teams of lawyers and senior E&C officials to draft regulatory and associated preamble language. Most frequently, I am responsible for preparing first drafts for regulatory amendments, new regulations and preamble text, and then work with representatives from the Offices of Policy and Operations, as well as other attorneys, to revise all draft language to its completion. Further, I work extensively with Commerce’s Legislation and Regulation Office and other Federal agencies, such as the Office of the United States Trade Representative and United States Customs and Border Protection, to reach interagency approval for Commerce regulations. In the role of Associate Deputy Chief Counsel, I am frequently consulted on legal and policy questions arising out of trade remedy matters. I am also one of the lead attorneys that consider and comment on draft trade-related legislation for Commerce, represent Commerce in certain international negotiations, and I have made trade remedy-related presentations and helped lead technical exchanges on behalf of Commerce in other countries, such as Japan, India, Peru, and Canada, and before multiple trade and industry organizations in the United States. Besides arguing on behalf of the United States before WTO Panels and the Appellate Body, I have also made presentations before the WTO on Commerce regulations and practice.I also organize the approval and updating of legal research-related resources in our office and do trainings on trade remedy laws for both E&C as a whole, and the attorneys in the Chief Counsel’s office.
