My greatest attribute is the ability to learn and apply skills rapidly. Although I may be new to a particular organization or career venue I have a proven track record of exceeding expectations when allowed to take on new endeavors. I recently completed the Union Institute and University's Cohort Ph.D program earning a PhD in Public Policy and Social Change. I look forward to applying my skills and experience in the International Relations realm. My ambition is to effectively represent America's interests in dealings with foreign nations and international organizations. I have lived/worked in Central America, Europe and the Middle East and was able to successfully adapt to the local cultural in each instance. I have a wide range of experience to include: military, university administrator, law enforcement, media and even sales to apply to any new task giving me a broad scope of resources to draw on to be successful. I do not own a home and therefore am able to move at any time to meet future job start dates. My family is willing to relocate and is understanding of possible job requirements.

I was assigned as an Operations Specialist for the Joint Base Operation Center (JBOC). My responsibilities were to direct, monitor, and supervise the activities of the subordinate Watch Officers within the JBOC. I coordinated mobilization, deployment, readiness, mission assignment and engagement of Joint Base Lewis McChord (JBLM) based troop units and resources for exercise and operational missions. I ensured coordination with all installation, tenant activities, and state, county, and local civilian emergency management officials. As appropriate I maintained operation of the EOC and assisted in the planning and conduct of emergency preparedness training. I directed installation and military staff assigned to the Emergency Operations Center (EOC) when activated for exercise, military emergency, or military assistance to civil authority for natural disaster, e.g. fire, flood, earthquake or civil disturbance. I also ensured that all operational requirements and suspenses were completed in accordance with EOC policies and procedural requirements and prepared, published and tracked all Operations Orders, Taskings, Situational Reports (SITREPs), and other reports by the required suspense. On occasion I prepared and presented briefings to the Division Chief and Director, Plans, Training, Mobilization, and Security (DPTMS) and staff pertinent of emergency operations and exercises and participated in meetings and briefings with military and civilian officials to provide information on installation activities, daily operations, and security-related matters. This requires that I remained current with industry advances in operational technology and implements the results into the EOC. I provided input for decision-making through rapid and timely dissemination of information through the core members of the DPTMS and the utilization of various communication means available within the EOC. Lastly, I served in a 24/7 on-call status.

I simultaneously served as the ACS manager for deployment/mobilization, Deputy Chief of ACS, and as an operations officer. I oversaw the following programs: Mobilization and Deployment; Comprehensive Soldier Fitness, Army Family Action Plan, Soldier Family Assistance Center (WTU); Survivor Outreach Services; Family Readiness Groups; and Army Family Team Building. I often represented the command interests at active military, local government and civilian agency meetings. I coordinated plans for increased essential support activity workload for Soldiers and Family members of mobilized personnel and monitor, provided guidance, and participated in mobilization preparation of Soldiers and their Family members, and the preparation of standing operating procedures and essential forms and documents of local units. I have processed over 5000 Soldiers for pre- and post- deployment, in addition to providing briefings and training courses to local units and Family members. I prepared and updated the ACS sections of the Combating Terrorism Contingency Plan, the Disaster Preparedness Plan, the Installation Evacuation/Repatriation Plan for non-combatants, and the Installation Emergency Operations Center SOP and review current ACS policies and procedures within each plan. I oversaw two program managers, one civilian employee and two contractors, and thus planned and assigned work to be accomplished by subordinate staff based on priorities, difficulty of assignments, capabilities of employees, and work schedules.

I was responsible for planning, managing, directing and controlling installation level support and services for visiting Active and Reserve Component (RC) unit training and individual RC training tours, National Guard, DoD services, foreign national military units, and local/federal law enforcement agencies. I oversaw over 15 employees to include scheduling, designation of duties, reviews and counseling. Part of my responsibilities were to coordinate the maintenance, up keep, and scheduling of a 4,000+ PAX temporary housing area. This required my office to make arrangements for visiting units to include transfer of monies, negotiating Memorandums of Agreements/Understandings (MOA/MOU), providing tech support, conducting security and feeding. During my tenure we were able to successfully manage an increase workload of over 35% resulting in over 500 separate training events with over 100,000 total participants. As main provider of training resources to outside agencies I was part of the Operations and Planning cell to coordinate security operations for the 2010 Winter Olympics in Vancouver working hand-in-hand with Canadian authorities. I participated in conferences, briefings and meetings with the DPTMS, unit commanders, other installations and higher headquarters to provide and receive input for planning purposes, and to coordinate resolution of training support issues. I assisted leadership in establishing baseline and target metrics for key processes and was the point of contact for quality processes and procedures; for development and monitoring of an effective quality management program, project and business metrics; and for implementing new programs for continuous quality improvement. I have been trained to use the Lean Six Sigma business management strategy to identify and remove the causes of defects and errors in business processes by using quality management methods, including statistical methods.
