My primary role over the past 4 years within the client’s Network Services Group (NSG) has been working on network analysis, evaluation, design, integration, and documentation. Most recently, this has involved serving as a project coordinator, lead document writer, and Network Engineer on a team that is conducting an agency-wide, global telecommunications network mapping effort using Forward Enterprise software. I also facilitate senior-level forums and working groups responsible for the network mapping process. Prior work included evaluating and documenting the client’s requirements management process for implementing multi-million dollar changes to the network architecture; leading a team of systems engineers and architects to help define components of the terrestrial communications architecture; hosting technical exchange meetings and briefings to the Director, NSG (D/NSG); participating on the D/NSG’s team to define and measure Key Performance Indicators for the network; and co-authoring the Directorate’s Network Strategy document.

Worked with systems engineers and corporate project leads to direct and coordinate the installation of industry partner sites on the client’s network backbone for the Industry Partner Access (IPA) program. Managed all IPA program issues and network transitions involved with Contractor Wide Area Network (CWAN) sites, including physical site security, IP addresses, encryption, discovery, configuration management, and hardware installation. Conducted readiness meetings on site installation progress and served as the focal point for all related issues. As the new program manager, I increased the number of sites installed per month by 150%. I also developed a set of procedural and training documents for the IPA program, and coordinated the updated processes with multiple IPA groups and the IPA Program Office to reflect new contract functions. This documentation was used to train a new employee in half the time normally required for an IPA manager, and will be used as the official, published documentation for contract transition. For the duration of the COVID-19 crisis, I was part of a team that continued to work on location, full time, providing mission essential network support to the client.

Served as training/documentation manager for the Silver Eagle EOS program while supporting the Site Lead on program-related issues, personnel transitions and training matters. Ensured that network engineers complied with DoD 8570 requirements to perform Information Assurance duties involving network management, cyber-security operations, incident management, and network troubleshooting. Restructured the Site Training Program to increase efficiency and accountability, and led high-priority client projects including program transitions and the development of Standard Operating Procedures for network specialists and Mission Directors. Directly supported the Chief of Plans & Programs (SCX) on multiple projects during the transition of EOS into a new Operations Center. Reported to the Chief/SCX on transition status, including hardware and software modifications, structural changes to the Operations Center, and personnel and logistics movements. Coordinated Mission Readiness objectives and schedules to ensure the transition was achieved successfully and ahead of required timelines.

Worked with technical and analytical specialists to develop audiovisual presentations and briefings, instructional materials, and published documents on the capabilities and uses of airborne-related imagery to solve intelligence problems. Presented briefings to diverse groups of employees on the fundamentals of airborne-based Geospatial Intelligence (GEOINT) and its applications to multi-disciplined, integrated intelligence collection. Chartered and co-chaired a combined NGA/Joint Staff working group involving Intelligence Community members and Commonwealth partners to resolve airborne-related issues within the National/Allied Systems for Geospatial-Intelligence (NSG/ASG).

Evaluated technical documents and proposals, developed briefings, and attended conferences and meetings related to airborne mission activities and programs. Supported technical, budgetary, and programmatic efforts for NGA’s Joint Operations Integration Office (JOIO). Served on assignment to the Director of National Intelligence (DNI)-chaired, Community-wide Integrated Collection Architecture review to evaluate programs, budgets, and systems for the Congressionally-directed National Intelligence Program (NIP) and Military Intelligence Program (MIP). Worked as the JOIO lead for NGA’s Industry Interaction Program to evaluate program proposals from a wide array of commercial vendors. Also served as a liaison to NGA’s Chief Information Officer Steering Committee and the National Reconnaissance Office (NRO)/NGA Enterprise Initialization Working Group to assess operational readiness of national systems.

Served as Executive Secretary for the Operations Committee (OPSCOM), a forum for validating and revising policies on National Imagery Tasking Authority. Represented the Source Directorate on transformational working groups to promote the use of multi-disciplinary intelligence. Participated in drafting NGA-level Concepts of Operations (CONOPS) and strategic planning documents for the use of emerging technologies and systems within the National System for Geospatial-Intelligence (NSG) architecture.

Managed time-sensitive, national-level imagery requirements for the National Command Authority, DoD Combatant Commands, and military services. Briefed senior decision-makers on the status of global imagery collection efforts. Wrote over a hundred articles for publication in the Defense Intelligence Digest.

Directed activities and personnel associated with the mission planning, multi-source collection management, and scheduling of U-2/TR-1Tactical Reconnaissance System (TRS) assets. Coordinated TRS operations with the aircrew and multi-disciplinary mission support specialists. Planned and coordinated collection tasking from U.S./NATO forces.
