As Chief of Consumer, Research and Communications, Scott is responsible for the formulation of the CRTC’s consumer and social policies. He also directs communications strategies and oversees the international branch, while providing technical and economic support to the Commission.Scott brings to this role over 25 years of experience at the CRTC and has extensive knowledge of both the broadcasting and telecommunications sectors. He is a seasoned expert of the communications industry and the regulatory environment.Scott leads the Commission’s work by engaging in a conversation with Canadians, key stakeholders and industry leaders, and partners with other government departments, moving along the road of legislative and regulatory reform, striving to meet the needs of Canadians in the digital era.Scott has been CRTC’s Official Languages Champion, Employment Equity Champion and has led a number of Government Workplace Charitable Campaigns for the Commission.

Directs a large team of professionals in the provision of advice and recommendations to the CRTC on all matters relating to Broadcast policy and regulations. As a member of the CRTC’s senior executive team, provides strategic advice to the Chairman on both operational and policy matters.

Directed a team of professionals in the provision of advice and recommendations to the Commission on matters relating to Telecommunications policy, consumer and disability issues;

Directed a large team of professionals in the provision of advice and recommendations to the Commission on all matters relating to Telecommunications regulation with particular emphasis on making an effective transition to deregulation of telecommunications markets within Canada.

Directed a team of professionals in the provision of advice and recommendations to the Commission on matters relating to competition issues, rates, tariffs, cost allocation methodologies, and capital investment.

Directed and managed divisional multi-disciplinary staff responsible for the provision of advice to the Commission on policies and programs in areas such as regulatory subsidy regimes, telecommunications costing methodologies, efficiency analysis and Small Telephone Companies.

Played a key role in the development of small company policies, regulatory frameworks and dispute resolution. Co-ordinated and managed the efforts of the branch to deal with all small telephone company rate, costing and interconnection issues.

Prepare briefing material and make frequent presentations to senior management and the Commissioners in respect of tariffs, interconnection and disputes.

Conducted corporate analyses related to financial, marketing or ownership issues.

Assisted CRTC staff to access and analyze broadcasting financial data and in undertaking statistical analyses. Programmed database reporting software.
