A life-long New Yorker with deep ties to Queens, Scott brings his diverse relationships and a stakeholder-first approach to his advocacy work.Scott has extensive experience and knowledge of the City’s highly-complicated legislative and budget processes, having spent 8 years as Deputy Director of the New York City Council Finance Division, where he reported to the Speaker of the City Council and the Director of the Finance Division. In this role, he oversaw the Council's annual expense and capital funding process, leading budget planning on behalf of the Speaker’s office and working in close coordination with all 51 City Council Members, the Mayor’s Office, and City Agencies. In addition, Scott worked closely with the Council’s policy and legislative teams and lobbied State officials to ensure that the City’s budget priorities were appropriately reflected in the State budget and to coordinate ‘home rules,’ situations in which the City must request permission from the State to pass certain legislation.Prior to the Council, Scott was Director of Special Projects for Local 338, representing 15,000 workers in New York State, who are members of the Retail, Wholesale, and Department Store Union (RWDSU) and the United Food & Commercial Workers International Union (UFCW). As part of his role, he worked closely with City and State officials to advocate for the priorities of Local 338’s members and led the union’s engagement in local, state, and national elections. Notably, Scott led a successful multi-year campaign against a major NYC-based retailer, which had violated the terms of their collectively bargained contracts.Scott has worked on many high-profile political campaigns at the City, State, and National level during his career. He holds a B.S. in Business Administration from Rochester Institute of Technology and an M.P.A. from Baruch College.
