As the General Manager my focus has been to transform this organization into a Values Driven Organization. By shifting the culture of Encina in a very transparent and deliberate way we are collectively raising the Standard of Excellence. As with all cultural shifts, this effort requires the absolute dedication of all staff. The cultural shift is also coupled with a shift in how Encina best utilizes its' resources. Dedicated effort is being applied to assessing and implementing a new system of how Encina maximizes the long term value of its' energy resources. In parallel, efforts continue to address significant plant process rehabilitation needs totaling over $150M over a span of 8 years as well as addressing digestion capacity needs and air emmisions mandates for an additional $80M. Its an exciting time at Encina and I am proud of the work staff is doing!

Greater San Diego Area

Mr. McClelland has served in the Assistant General Manager role for Encina Wastewater Authority. Encina Wastewater Authority is a Joint Powers Authority consisting of six member agencies located in coastal North San Diego County. Encina manages and operates four remote pump stations, a five mgd reuse facility and a 40+ mgd secondary wastewater treatment plant that produces class A biosolids and generates 85% of its' own power. Mr. McClelland is responsible for the oversight of the Encina Wastewater Authority’s daily operations, long-term planning, budget development and strategic planning through interaction with Board Members, Member Agencies and staff. While at Encina, Mr. McClelland has led the development of a $120 million Capital Improvement Program (CIP), created a five-year business plan with annual strategic initiative updates to the Board and prepares a complex $46.5M budget on an annual basis that gains the approval of six Member Agencies. Mr. McClelland serves as the Chief Engineer for the CIP program, reviewing and recommending designs and studies for approval by the Board. As a Grade 5 Operator, Mr. McClelland has executive oversight of the Encina Water Pollution Control Facility, a 40.5 million gallon per day (mgd) secondary wastewater treatment plant.

Greater San Diego Area

While employed by Sweetwater Authority (SWA), a joint powers water district, serving 191,000 residents in the Bonita, Chula Vista and National City areas, located in Southern San Diego County. Mr. McClelland is a department head at SWA and serves as the Director of Water Quality. The Director of Water Quality is responsible for the operations of three treatment facilities, a 30 million gallon per day (mgd) conventional surface water treatment plant, a 10 mgd reverse osmosis brackish water desalination water treatment plant, and a 3 mgd ground water wells treatment facility. In addition to treatment operations, other oversight responsibilities include the operations of the distribution system pump stations and storage reservoirs, the state certified laboratory, the habitat management of environmentally protected lands and the permit compliance section of the organization. The Water Quality department has 29 employees that serve in the various groups described above. In addition to these duties, Mr. McClelland is also the technical project manager for any capital improvement projects at the facilities managed by the Water Quality Department and also serves as the Supervisory Control and Data Acquisition (SCADA) Manager for the entire SWA system operations. Mr. McClelland is a founding member of the Southwest Membrane Operator Association (SWMOA) and is also a Board Member of the American Membrane Technology Association (AMTA). Mr. McClelland has authored or co-authored several technical articles and managed the development of a membrane bioreactor training manual.

Managed the operations and maintenance of 3 water treatment facilities (desal, surface water, and wells) and 2 surface water lakes (27,000 ac/ft ea) including 17 staff. Responsible for the implementation of major plant rehabilitation projects totaling more that $23M for the surface water plant and $24M for the expansion of the Desal facility.

Provided clients with engineering solutions for a wide range of projects. These included water and wastewater treatment facility design, pump station design, ground water wells, siting studies, environmental compliance documentation, deep earth tunnel designs.
