Provide overall supervision and technical management on construction project sites from bid preparation through job close out. Prepare complete estimate for selected project with detailed review of proposal specifications, drawings, takeoff information and contracting. Oversee total construction effort to ensure project is constructed in accordance with design, budget and schedule.Plan, coordinate and supervise functions (scheduling, engineering, material control, and may provide day-to-day direction of administrative staff in accounting, purchasing, etc.) Oversee craft employees and/or other contractors as required by the contract. Provide technical assistance (i.e., interpretations of drawings, and recommending construction methods and equipment, etc. as required). Initiate and maintain extra work estimating and issuance of change orders.Responsible for productivity of crafts, efficient use of material and equipment, and contractual performance of the contract. Development of initial baseline schedule including sequencing, duration, logic, cost/manpower loading, etc., including subsequent scheduling maintenance.Initiate and develop Cost Report from bid estimate. Identify/establish clearly defined phases and appropriate quantities to monitor self-performed work. Proficient in identifying potential cost overruns, input/reforecast accurate cost projections, establish and monitor Owner/Subcontractor Change Orders.Analyze and successfully negotiate Owner and Subcontractor Change Orders, Pay Requests, Cost Proposals, Time Extension Requests, etc., to ensure accuracy and compliance with contract requirements, limit corporations exposure to risk and/or liability and maintain project profitability. Properly research, document and address potential problems to maintain project profitability. Manage financial aspects of Contracts to protect corporation’s interest and simultaneously maintain good relationship with Owner/Subcontractors and Suppliers.
Fully understand, interpret and apply modern police methods and procedures including patrol,crime prevention, traffic control, scientific investigation, the control of juvenile delinquency, Scotts Valley General Orders Manual; criminal law with particular emphasis on the apprehension, arrest, and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to search andseizure, and a presentation of evidence in criminal cases.
