Scott A. Noll has more than 30 years of experience in the energy sector. He has extensive experience in the development, financing, and ownership of large and complex project financed facilities, including independent power projects, serving as the lead on over $1.5 billion in project financed facilities. He also has broad expertise in the siting, permitting and licensing of such facilities, and in their P&L management and operation. Dr. Noll has also served as consultant to a variety of clients over the years with a focus on technology evaluations, cost and performance analyses, risk analyses, and organizational management. Additionally, he managed several technical consultants who performed detailed due diligence on a series of gasification and syngas catalysis technologies for the conversion of other low-cost wastes to fuel-grade ethanol, methanol, and other chemical products.

Mr. Noll assisted Sempra Generation in their evaluation of the Coleto Creek PC coal-fired generating plant for the purposes of submitting a competitive solicitation bid to American Electric Power’s Texas Central Power generating assets. He was responsible for developing and validating the detailed operating cost model and cost of production projections, including the cap-x expenditure program. Once Sempra won the competitive bid, Mr. Noll helped establish their asset management program (Coleto Creek plus eight other gas-fired generating units and one hydroelectric unit in the acquired portfolio), including a detailed description of all management functions, recommendation for establishing the asset management office in Austin, Texas (now known as the Topaz Power Group), interface logistics with Sempra’s home office, position descriptions, interviews, and hiring recommendations and other transitional consulting activities.

He was the lead strategist and developer with respect to the project configuration and permitting necessary to meet the stringent regulations of the South Coast Air Quality Management District and California Energy Commission, including the procurement of the required NOx RECLAIM credits and other emission reduction credits. The project was sold by ThermoEcotek as part of a portfolio sale and eventually was built by Bechtel under the ownership of a Southern California Edison Company affiliate.

Mr. Noll also served as LGE Power’s responsible executive for UC Operating Services, a 600-person joint venture O&M company in partnership with Constellation Energy. Noll successfully implemented an employee safety program that resulted in the RIIR rate reduction from 6.5 to less than 2.0 in two and one half years.Mr. Noll was the lead negotiator for a two-project power sales sellback agreement with Bangor Hydro Electric Company and its creditor banks, and the strategic redemption of a partnership interest in UC Operating Services, a 600 employee, sixteen-facility joint venture operations and maintenance company. Mr. Noll conceived a new business line and negotiated a multi-million dollar contract that led to a Retail Access Services division. Additionally, he launched a profitable WSCC electricity trading program and secured numerous power sales purchase and sales agreements with regional utilities.
