Field Operations Bureau

The Patrol Division consists of five patrol platoons. The platoons have the primary responsibility for the patrol functions of the police department. When fully staffed, each platoon is supervised by a sergeant with a master corporal as an assistant shift supervisor. Patrol officers work a modified ten hour shift schedule, working a combination of both eight and ten hour shifts. They work a five week schedule and rotate between day, evening, and night shifts.

The goal of the Crisis Negotiations Team is the de-escalation of potentially violent situations through productive communication and the safe surrender or cooperation of the subject that is in crisis. The CNT Team is deployed along with SWAT in crisis situations such as hostage, barricaded subjects, and may be deployed during high risk search warrants, suicidal subjects, or any incident where trained negotiators would be beneficial.

Responsible for the administration of all assigned investigative functions of the Criminal Investigations Unit, the Street Crimes Unit and the Victims Service Coordinator. Coordinate with the City of Newark Assistance Finance Director to properly monitor and balance active grants on a monthly and annual basis. Coordinate police department resources with multiple task force which Newark Police Officer participate including the DEA, US Marshal’s, FBI Joint Terrorism Task Force and FBI Child Exploitation Task Force.

Supervision of a highly-motivated group of officers tasked to target a wide range of criminal activities including narcotic investigations, street robberies, vice crimes and high risk fugitive apprehension often coordinating operations with the US Marshall’s Task Force and DEA Group #41 Task Force.

Maintained/prepared and instructed required Sniper training evolutions and training records for SWAT Team Leader. Ensured Sniper/Observers properly maintain equipment and properly record all information in their Marksman Data Book. Trained in observation and marksmanship. Gain and provided intelligence through observation and reported intelligence to command. Secondary duty is to provide instant neutralizing firepower in conjunction with the Newark Police Department deadly force policy.

Responsible for preparing operational plans and after-action reports, conducting briefings, and directing the training and operations of the SWAT Team in the absence of the SWAT Team Leader.

Team members are responsible for conducting tactical operations and received training in high risk tactical operations and related disciplines.

Sets and attains objectives for the Patrol Platoon. Monitors activity of personnel and situations; maintains records and prepares employees’ performance evaluations. Able to identify, analyze, and effectively solve routine problems.

Responsible for handling those criminal investigations which require special expertise. Such crimes that are assigned for immediate follow-up for investigation include death of a violent or suspicious nature, murder, rape or sexual assault, assault resulting in serious injury or use of a deadly weapon, armed or commercial robberies, burglaries with excessive loss or where a suspect has been apprehended, kidnapping, extortion, bombings and hostage situations.

New unit established which was tasked to enforce ordinances pertaining to the sale and distribution of alcohol.

Responded to calls for service, including emergency situations, criminal investigation, traffic collisions and civil disputes. Proactively patrol the City of Newark to prevent and detect crime as it occurred as well as enforcing traffic safety laws.

Preside at all meetings of the Lodge, over the Board of Directors, Executive Board and Committees all while enforcing order and a strict compliance with FOP Lodge #4’s By-Laws
