Leading the National Spectrum and In-Building Small Cell Integrations for AT&T

Responsible for Network Function Virtualization of AT&T Cricket and Reseller network platforms, Multimedia Messaging System Center (MMSC) platform and Connect America Fund II (CAFII)speed test project.DevOps model design support for technology enhancements of the Sundance Network (Cricket and Reseller) to improve customer experience by developing Specific Mothed of Procedures (SMOPS) for several key Network Data Centers across the country, Domain Name System (DNS) traffic move to other Sundance Zones for capacity management and Single Point of Contact (SPOC) for the Global Services Technology Organization.Provide Design, Lab and Production support for the virtualization of the CAFII speed test server in order to test Fixed Wireless Broadband speeds and latency. Create HEAT templates and Preload worksheets in order to instantiate virtual machines to provide Proof of Concept for the CAFII speed test server functionality.  Implement design criteria for CAFII speed test server to operate in OpenStack and the AT&T Integrated Cloud (AIC) for 7 production markets.AIC and ONAP implementation for the Virtualization of MMSC. Create HEAT templates and Preload worksheets in order to instantiate virtual machines (VMs) to support multiple Virtual Network Functions (VNFs) for the vMMSC platform.  Provide MOP creation and development for Domain 1.0 (MMSC) and Domain 2.0 (vMMSC) production network nodes.

Designing and delivering fast, low latency and reliable (Domain 1.0 and 2.0) core data network architecture and streamlining cost structure by down-scaling underutilized Domain 1.0 equipment.• Supported FirstNet Core infrastructure for First in Field Application (FFA) market including, MME integration, design, D2.0 DNS call testing and verification and FirstNet SGWs.• Designed and implemented LTE and UMTS core network hardware architecture including Small Cells, Security Gateways, SGSNs, MMEs, probes and ANUEs in high visibility (headquarters) market. Worked with National team supporting Domain 2.0, AT&T Integrated Cloud (AIC), OpenStack and Contrial port mirroring for new vMME and vProbe. • Daily national support and Subject Matter Expert for the Fixed Wireless Internet (Wireless Local Loop) project supporting Connect America Fund (CAF2) Pilot/FFA integration and testing, DNS, MME and APN support, Concept report creation, RMAP creation and ongoing National implementation. • Implemented cost reduction plan targeting several under utilized core data network elements and managed the traffic migration, power down and equipment removal resulting in annual savings of over $200,000 for 2015, $100,000 for 2016 and $45,000 for 2017.

Provide emergency response services for catastrophic events, network outages or special events in order to restore network connectivity and maintain network reliability. Managed mobility asset deployment during Hurricanes Ike, Gustov and Hanna providing over 350 generators to sites that lost power, equating to over $700,000 in restored revenue. Launched Cell on Wheels (COWs) to areas where there was structural damage or loss of facilities equating to over $42,000 in restored revenue.Design and integrated four new AT&T branded Satellite COLTS (COW On Light Truck),which provided an average additional revenue stream of over $100,000 annually during this time period.Provided emergency communications for the 2009 Presidential Inauguration in Washington D.C. and other high visibility events and incidents, including the West Virginia floods in support of the Department of Homeland Security.

Managed the consolidation of Cingular and AT&T Wireless networks for over 350 cell sites, while providing improved overall coverage and reduced drop calls from 2.5% to 1.75% equating to improved retainability.Investigated customer complaints by collecting data and analyzing it to determine root cause of performance degradations in the network. Applied network improvements such as antenna tilt, frequency changes and power adjustments in order to improve Key Performance Indicators (KPIs) such as; reduced dropped calls on sites as high as 15% down to 2%, reducing Bit Error Rate of 7 down to BER of 2 and relieving congestion from as high as 20% down to 1%.Project managed a customer service improvement program, while working with multiple departments in order to complete cell site modifications equating to thousands of dollars in savings by reducing churn and improving customer satisfaction.

Developed a 5 year build plan forecast to build over 200 new cell sites in the North Florida markets supporting both GSM and TDMA technologies.Worked with RF Planning department to determine new cell site needs for capacity relief in alignment with the annual Traffic Action Forecast resulting in hundreds of radio adds to the network.Prepared and delivered comprehensive cell site design plans to the board of county commissioners at public zoning hearings in support of cell site approvals in challenging geographical areas resulting in several new site builds for Cingular Wireless.Utilized performance tools such as Citrix, Vision, Traffica, and SENSR to optimize BSC’s while improving overall threshold for dropped calls by 1.25%.
