Support the Office of the Secretary of Defense in the governance, acquisition oversight, protection, and external liaison of DoD Special Access Programs (SAPs).  Serve as principal staff assistant and advisor to the USD(AT&L) for all acquisition SAPs.  Also appointed as Director, DoD SAP Central Office (SAPCO) for all SAPs (acquisition, intelligence, operations and support) in direct support of the Deputy Secretary of Defense.  Serve as the primary DoD liaison for SAP matters to agencies of the Executive Branch and the Congress.  As the DoD designated proponent, establish and implement policies and procedures for DoD SAP execution, management, and administration. Chair of the Tri-Service Committee (TSC), overseeing the foreign military sales and exports of critical U.S. technologies.

Responsible for assisting the Chairman of the Joint Chiefs of Staff in identifying, assessing, and approving joint military requirements to meet the national military strategy. Oversees the validation for Joint Urgent Operational Needs (JUONs) and COCOMs Integrated Priority Lists (IPLs) leading to the fielding of rapid solutions for Combatant Commanders. Secretariat for the Joint Requirements Oversight Council (JROC), Co-chair Defense Acquisition Boards (DABs) and Tri-Chair Defense Acquisition University’s curriculum development and training for requirements.

Commanded two Wings and 1,700+ member team to sustain/modernize 10,000+ USAF/international aircraft and weapons. Designated Acquisition Official (DAO/PEO) for $1.5B+ annual USAF budget and guidance for over $3B in annual acquisition, maintenance and repair funds for F-16, F-22, F-35, A-10, T-38, and all AF munitions.

Special Assistant and functional Chief of Staff for the Vice Chairman, Joint Chiefs of Staff (VCJCS). Responsible for the oversight of all acquisition, operational and intelligence special programs for the VCJCS.

Directly responsible to SECAF, CSAF and SAF/AQ for budget, acquisition and security of highly classified, special access, stealth, counter stealth, electronic warfare and advanced weapons technology programs budgeted at well over $20B.

Group Commander for a 500-person government industry team reporting to the Director, NRO on select classified programs. Established policy, budget and security oversight for advanced critical aerospace technologies and programs.

Chief, Joint Staff/J-8 Special Access Program Central Office (SAPCO). Responsible for management, technical, budget, and programmatic oversight of all the Department’s special access programs. Advises CJCS and VCJCS on the requirements and acquisition of all DoD SAPs. Prepares CJCS/VCJCS for Defense Acquisition/Resource Boards, Joint Requirements Oversight Councils and Congressional testimony. Represents JCS to OSD, Services, Agencies and COCOMs on all SAP related issues.

Commanded a squadron of 158 officers, enlisted and civilians responsible for the operational capability of $14.5B worth of electronic warfare (EW) resources installed on all Combat Air Forces (CAF) aircraft. Selected as ACC’s Test Team of the Year for 2001.

Chief of a 6 person branch responsible for providing tactical and operational intelligence for USCINCSPACE's Special Technical Operations (STO) cell. Responsible for coordinating all-source intelligence inputs from NSA, CIA, DIA, and NASIC for use in the deliberate and crisis action planning process for space control, information operations, and computer network defense and attack.

Instructor at the U.S. Naval Test Pilot School. Responsible for systems curriculum development and instruction for radar, electronic warfare, radar cross-section, and ordnance flight-test plans. Instructed in both the flight and classroom environments.

Avionics Division Chief responsible for avionics development and test issues related to the Joint Service V-22 "Osprey". Led a combined government/contractor team in the design and integration of the Navy's first all "glass" cockpit. Managed a $400 million avionics budget and 60 contractor, civilians, and multi-service personnel in the design, development, and test planning of four Engineering Manufacturing Development (EMD) aircraft.

Lead Engineer for an in-house project to evaluate the vulnerability of satellite and space sensor systems to nuclear and space radiation. Planned and performed experiments to determine the effects of radiation and cryogenics on infrared detector elements and arrays. Hand-picked by the laboratories Chief Scientist to work a high priority program developing laboratory techniques and equipment to measure surface contamination of optical and electronic materials used in space. All work involved advanced theoretical and working knowledge of semiconductor physics and microelectronic circuit design and operation.
